This pre-solicitation notice describes testing and analytical services requirements for the Environmental Protection Agency. The services include emissions characterization, technology assessment, and test procedure and equipment development to support regulation of motor vehicles, engines, fuels and fuel additives. The anticipated solicitation will be for an IDIQ contract with a ceiling of $25 million over five years. The solicitation is expected in late May with responses due approximately 30 days after. Services will include tasks orders that are FFP or T&M. The EPA has determined actual organizational conflicts of interest exist excluding firms engaged with motor vehicle, engine, fuel or component manufacturers from consideration as a prime contractor or subcontractor. All offerors must disclose potential conflicts of interest and are prohibited from certain relationships with excluded industries for three years past contract life. Responsible sources from all industries may submit proposals that will be evaluated per FAR Part 15.

ATTACHMENT 5
Minimum Requirements for Labor
The following labor classification definitions provide the minimum requirements for the associated professional labor categories for the preparation of the technical and cost portions of your proposal.
PROFESSIONAL
(a) Level 4 - Plans, conducts, and supervises projects of major significance, necessitating advanced knowledge and the ability to originate and apply new and unique methods and procedures. Supplies technical advice and counsel to other professionals. Generally, operates with wide latitude for unreviewed action.
Typical Title: Program Manager, Senior Scientist, Senior Engineer, Senior Economist, Senior Statistician, Senior Computer Expert Minimum Qualifications: Ph.D. Degree or Equivalent Minimum Experience: 10 years
(b) Level 3 - Under general supervision of project manager, plans, conducts, and supervises assignments normally involving smaller or less important projects. Estimates and schedules work to meet completion dates. Directs levels under professional level 3 and technical levels, reviews progress, and evaluates results, makes changes in methods, design, or equipment where necessary. Operates with some latitude for unreviewed action.
Typical Title: Task Manager, Mid-Level Scientist, Mid-Level Engineer, Mid-Level Economist, Mid-Level Statistician, Mid-Level Computer Expert Minimum Qualifications: Master’s Degree or Equivalent Minimum Experience: 6 years
(c) Level 2 - Under supervision of a professional level 3 or 4, carries out work tasks associated with specific projects. Translates technical guidance received from supervisor into usable data applicable to the particular task, and coordinates the activities of technicians. Task orders are varied and require some originality and ingenuity.
Typical Title: Scientist, Engineer, Engineering Aid Minimum Qualifications: Bachelor’s Degree or Equivalent Minimum Experience: 3 years
(d) Level 1 - Lowest of entering classification. Works under close supervision of professional level 2. Gathers and correlates basic data and performs routine analyses. Works on less complicated assignments where little evaluation is required.
Typical Title: Entry Level Scientist, Entry Level Engineer, Entry Level Engineering Aid Minimum Qualifications: Bachelor’s Degree or equivalent Experience: None
PROFESSIONAL EXPERIENCE/QUALIFICATIONS SUBSTITUTIONS
(1) A. Bachelor’s Degree plus any combination of additional years of experience or graduate level study above the minimum years of experience required for positions requiring a Master’s Degree, in the proposed field of expertise totaling two years will be an acceptable substitute for a Master’s Degree.
(2) A Bachelor’s Degree plus any combination of additional years of experience or graduate level study above the minimum years of experience required for positions requiring a Ph.D Degree, in the proposed field of expertise totaling four years, or a Master’s Degree plus two years of additional expertise, or graduate level study above the minimum years of experience required for positions requiring a Ph.D Degree in the proposed field of expertise will be an acceptable substitute for a Ph.D. Degree.
(3) Additional years of graduate level study in an appropriate field will be considered equal to years of experience on a one-for-one basis.
(4) Any combination of additional years of experience in the proposed field of expertise plus full time college level study in the particular field totaling four years will be an acceptable substitute for a Bachelor’s Degree.
TECHNICAL
(a) Level 2 – Performs independently with wide latitude for unreviewed action. Uses hand tools, power tools, and a variety of automated machinery. Needs to be able to custom-fabricate for research. Needs to be creative when developing a custom idea or may need to follow a specific set of blueprints or drawings already completed by a researcher. Competency with a wide variety of fabrication and various materials is needed including, for example, enclosures for field deployed sensors and sampling equipment, sample collection devices (water and sediment), test cells for underground leak detection for water piping, media cages for testing various treatment medias, a wide variety of plumbing (anything from pilot scale version of drinking water and waste water pipe to plumbing systems from mobile water treatment technologies), and buoys for field equipment.

(1) Any combination of additional years of experience in the craftsman’s field plus technical or apprenticeship level of study in the craftsman’s field totaling two years will be an acceptable substitute for a 2-year technical degree from a community college or vocational school.
