ATTACHMENT 7
TECHNICAL PROPOSAL INSTRUCTIONS
1. One (1) electronic copy of the technical proposal shall be submitted as a part of the total proposal package; hard copies shall not be accepted. The electronic copy shall be submitted through FedConnect, in accordance with the FedConnect instructions found in provision EPA-L-15-104 ELECTRONIC SUBMISSION OF PROPOSALS/BIDS/OFFERS/QUOTES of this Solicitation. Omit all cost or pricing details from the technical proposal.
2. Offerors are advised to closely read the technical proposal instructions and technical evaluation criteria before preparing a technical proposal. Proposals shall consist of five (5) sections, each linked to the corresponding evaluation criteria detailed in Attachment 6 (Technical Evaluation Criteria) of this Solicitation.
3. Length - The maximum length of the submitted written technical proposal shall be no more than one hundred fifty (150) electronic pages, including all tables and figures. Pages beyond the page number limitation will not be considered or evaluated. The electronic technical proposal shall be submitted with the following specifications: 8 ½" x 11" paper (size restriction if the pages were printed), with each page numbered, using no less than ten (10) point font size and no less than a 3/4" margin on all sides of the page. The following items are excluded from the above stated page limit: letters of transmittal; cover page; table of contents; letters of commitment; past performance contact information; required plans such as the Quality Management Plan, Subcontracting Plan, and Conflict of Interest Plan; and divider pages. Résumés are excluded from the above stated page limit as well, but are limited to five (5) pages per individual. Offerors are strongly encouraged to be as succinct, clear, and concise as possible in their proposal. “Bulletized” or outline formats are welcomed where appropriate. CD ROM or other recorded formats shall not be accepted.
4. Organization - It is strongly suggested that proposals be organized in a manner that clearly identifies and separates the following five (5) sections, in accordance with Attachment 6 of this Solicitation:
I. Technical Approach II. Qualifications of Key Personnel III. Past Performance
| IV. Facilities and Equipment |
| V. Quality Management Plan (QMP) |
The technical proposal shall comprehensively address each of the criteria described in the TECHNICAL EVALUATION CRITERIA, and shall be prepared in exactly the same order, using the same number/lettering system for all criteria and subcriteria. Include within each proposal section all material that is to be evaluated under that individual criterion/subcriterion.
5. The term “Offeror” as used in the TECHNICAL PROPOSAL INSTRUCTIONS and the TECHNICAL EVALUATION CRITERIA shall mean the prime contractor and its proposed subcontractors or consultants.
6. Required Sections of the Technical Proposal - The following instructions apply to the specific TECHNICAL EVALUATION CRITERIA set forth in Attachment 6:
Criterion 1 will evaluate the adequacy of the offeror’s understanding, capabilities and technical approach to perform the tasks contained in the Performance Work Statement (PWS) as detailed in Attachment 6.
Criterion 2 is established to evaluate the demonstrated technical and managerial qualifications (experience, education, expertise) of the: (a) proposed Professional Level 4 Program Manager; (b) proposed Professional Level 4 Senior Engineer; and (c) proposed Professional Level 4 Senior Scientist. The qualifications, as outlined above, of these proposed personnel shall conform to the required minimum qualifications set forth in Attachment 5, “Minimum Requirements for Labor,” to this Solicitation.
For each of these personnel, the following information shall be provided:
a. Name, Professional Level, and job title;
b. Proposed role under the contract
c. Degree(s) held and corresponding field of study (e.g., BS in chemical engineering);
d. Specific project experience which relates directly to the type of work specified in the Performance Work Statement*;
e. Job responsibility for project experience described in item d*;
f. Time dedicated to each project in item d*;
g. Beginning and ending date of each project in item d*;
*It is not sufficient to merely state that an individual worked on a project. Rather, a detailed description of what she/he did on the project is required to adequately fulfill this informational requirement.
Criterion 3 is established to evaluate information on the offeror’s past performance, utilizing information that the Government will elicit from various sources regarding contractual experience with the offeror. The offeror shall provide, for both the offeror and each subcontractor for subcontracts expected to exceed $5,000,000 a list of up to five (5) contracts and subcontracts completed during the last three (3) years which are similar in nature to the proposed contract, and a list of all contracts and subcontracts currently in process which are similar in nature to the proposed requirement in terms of size, type, technical scope, and complexity. Size is defined as dollar amount and duration. Type is defined as nature of the agreement (ID/IQ task order contract with either FFP or T&M task orders) and offeror’s role (prime vs. subcontractor). Technical scope is defined as efforts relevant to the technical areas encompassed by the PWS. Complexity is defined as performance challenges, such as regulatory compliance, integration and coordination with team members and stakeholders, and handling multiple ongoing tasks. The offeror bears the burden of demonstrating the relevancy of its past performance; therefore, the offeror is required to provide sufficient data for the government to properly evaluate past performance. The relevance of the contracts or subcontracts, which includes size, type, technical scope, and complexity, will be evaluated in context of the work or role that the entity is proposed to perform under the contract. The most recent and/or most relevant past performance information may receive greater consideration. For each contract listed, the offeror shall provide the information as required under Section L, provision EPAAR 1552.215-75 entitled “Past Performance Information.” EPA will make attempts to contact references provided by offerors in accordance with paragraph (c ) of provision EPARR 1552.215-75. References contacted and used to evaluate past performance are not limited to those identified by the Offeror.
Criterion 4 is established to evaluate the adequacy and availability of the offeror’s facilities and equipment to enable accomplishment of the tasks outlined in the PWS, as detailed in Attachment 6.
Criterion 5 is established to evaluate the effectiveness of the offeror’s proposed Quality Management Plan as required by Sections E and L of the Solicitation in meeting all the QA program needs under the PWS.
