About this file

This is an Attachment G document supporting Oregon Health Authority's (OHA) request for a Smartsheet-based federal block grant financial management solution. The project seeks to design and configure a unified financial management system capable of consolidating block-grant activity tracking across OHA operations. The system must provide reliable structure and standardized processes for managing multiple federal block grant programs within a single platform. The scope encompasses system configuration, data integration, user training, and implementation support to transition OHA from fragmented financial management processes to a centralized Smartsheet environment.

The attachment establishes technical and operational requirements for the proposed solution, detailing functional specifications, reporting capabilities, user access controls, and integration parameters necessary for successful deployment. Pricing terms, contract duration, and performance metrics are to be established through the competitive procurement process, with OHA retaining discretion over vendor selection based on demonstrated capability to meet the outlined technical and financial management requirements. The project is funded through federal block grant allocations administered by OHA, with the financial management system serving as infrastructure to support compliance, reporting, and operational efficiency across multiple grant programs.
