About this file

This is an Outreach Plan attachment (Attachment F) for a Request for Proposal issued by the State of Oregon, specifically requiring proposers to demonstrate their commitment to engaging Certified Disadvantaged Business Enterprises (DBEs) in subcontracting opportunities. The document applies to Oregon's Smartsheet-based Federal Block Grant Financial Management Solution project managed by the Oregon Health Authority (OHA). Proposers must certify their status as Oregon-certified firms under ORS 200.055 through the Oregon Certification Office for Business Inclusion and Diversity (COBID), identifying whether they hold certifications as minority-owned businesses (MBE), women-owned businesses (WBE), service-disabled veteran-owned businesses (SDV), emerging small businesses (ESB), or disadvantaged businesses (DBE). The form requires submission of historical contractual relationships with both certified and non-certified firms from the preceding two years, identification of anticipated subcontracting opportunities with associated dollar values, and a detailed outreach plan describing the steps the proposer will undertake to solicit certified firms for subcontracting participation.

The document establishes that certified firms must receive equal opportunity to participate in contract performance, with compliance monitored through potential reporting requirements to COBID regarding subcontractor identities and contract values if the proposer is awarded the contract. The information submitted in response to the outreach plan requirements is explicitly excluded from any scored evaluation criteria, meaning it functions as a non-scored compliance and commitment document rather than a competitive evaluation factor. Proposers indicating no anticipated subcontracting opportunities may submit only the first page of the form with their proposal.
