About this file

This is a Sole-Source Determination Memo issued by the Oregon Department of Human Services (ODHS) Office of Contracts & Procurement for the System of Care Advisory Council (SOCAC). The memo authorizes a sole-source contract with Vanessa Broadley Consulting to provide language access support, technical assistance, and practical support to the SOCAC Family Advisory Committee (FAC). The FAC comprises family members with lived experience in state and county-funded public services related to mental/behavioral health, intellectual/developmental disability, substance use disorder, child welfare, and juvenile justice. The contractor will provide committee meeting staffing support, creation and translation of meeting materials, Spanish interpretation services, stipend processing for SOCAC participants, and consultation to enhance internal processes. The estimated total contract value is $132,800 for the initial year, with the Agency reserving the right to amend the contract for additional time and funds up to 10 years. Protests to this sole-source determination are due within seven calendar days after the first date the notice is posted on OregonBuys and must be submitted via email to Karissa Montano, Contract Specialist, at Karissa.montano@oha.oregon.gov.

The justification for sole-source procurement is based on the necessity of maintaining continuity of support and relationship with the same service provider. The memo emphasizes that existing trust relationships are critical due to system-related trauma experienced by family advocates and their historical mistrust of government agencies, particularly following recent scandals. The contractor, Vanessa Broadley, has spent the last year providing these services to the FAC and has already established the essential relationships needed to support meaningful participation. The sole-source determination cites ORS 279B.075(2)(a) regarding compatible goods and services requiring a single source, and ORS 279B.075(2)(d) for other findings supporting single-source availability. The contractor's business address is listed as 5530 Appleton Shore Drive, Apollo Beach, FL 33572, with a mailing address in Upper Chichester, PA. No additional pricing, set-asides, or funding source details are specified in the memo.

SOLE-SOURCE DETERMINATION MEMO

FOR SUPPLIES AND SERVICES

Date: 10/10/2025 Sole source number: S-44300-00015082

To: Kirk N. Rhoades, Designated Procurement Officer ODHS Office of Contracts & Procurement

Requestor: Anna Williams Agency/division: System of Care Advisory Council (SOCAC), herein after referred to as “Agency” Program/office: OHA – BHD – System of Care Advisory Council Contract specialist: Karissa Montano

Agency Sole source rule: Sole source authority:

OHA OAR 137-047-0275 ORS 413.033

Estimated total contract value: $132,800 (for the initial year, Agency reserves the right to amend the contract for additional time and funds up to 10 years.)

Description of goods or services: Agency is seeking to contract for language access support and consulting, as well as technical assistance and practical support to the SOCAC Family Advisory Committee (FAC). The FAC is a newly forming advisory body, comprised of family members of youth who have used state or county funded public services for mental/behavioral health, Intellectual/Developmental Disability I/DD, substance use disorder, child welfare, or juvenile justice services and supports. Most of the family members who are bringing their lived expertise to the Agency have a history of system-related trauma, and struggle to trust the agency and provider partners who are working with them to create family and youth centered system change. For this reason, the provider needs to be a person who has already built relationships with these family advocates, and who has the facilitation and language skills necessary to support their ongoing development as advocates. Due to the mistrust in government broadly in our country today, as well as to recent news events like the Oregon Youth Authority abuse scandal, parents who have experienced harms in their engagement with systems are more mistrustful than ever. The Agency must create an array of services and supports that are youth- and family-driven, community based, and culturally and linguistically responsive.

3. Written findings of fact (market research):

mailto:Karissa.montano@oha.oregon.gov

The findings below must include factual information supporting the determination that meet the sole source requirement in statute.

Pursuant to ORS 279B.075, Agency must conduct market research that supports the assertion that there is only one source that can provide the goods or services. Market research includes utilization of the internet, trade journals, agency vendor lists, professional organizations, studies, catalogs/industrial periodicals, vendor sources, yellow pages, etc.

For information technology contracts, any ownership or proprietary issues should be fully addressed with written documentation to support facts.

Agency must select at least one of the findings and prepare the determination as it specifically relates to the good or service being procured. More than one finding can be addressed. The findings are as follows:

Pursuant to ORS 279B.075 (2)(a): Provide findings supporting the determination that the efficient utilization of existing goods requires the acquisition of compatible goods or services from only one source.

It is necessary to acquire these services from only one source, Vanessa Broadley Consulting, because continuity of support, particularly having the same support person or support team, is essential for parent caregiver advocates (individuals with lived experience navigating complex systems) and directly impacts their effectiveness and efficiency for many reasons. These reasons include but are not limited to

• The reduction of repetitive information sharing (Advocates don’t have to repeat their stories or needs to multiple individuals, saving time and effort for both the advocates and SOCAC staff),

• The streamlining of support & technical assistance coordination (Consistent support person can help coordinate support and resources more efficiently, reducing fragmentation and delays in receiving timely assistance),

• The fostering of proactive intervention (Familiarity with family advocates’ situations allows the Contractor to anticipate needs and intervene proactively, preventing potential harm and systems trauma (or retraumatization) and reducing the need for reactive responses from SOCAC staff),

• And the facilitation of more efficient long-term planning (A stable relationship allows for better long-term planning and goal setting, the Contractor will be able to track progress and adapt strategies as needed).

Pursuant to ORS 279B.075 (2)(d): Any other findings that support the conclusion that the goods or services are available from only one source. Due to the necessity of maintaining consistency of relationship, and the significant challenge in building trust between state agency workers and parents who have been harmed (or who have had children who have been harmed) by their experiences with state-funded child serving systems, we need to contract with this one trusted person, to maintain the ability of the SOCAC Family Advisory Council to meaningfully contribute to the SOCAC Strategic Plan and partner with state agency employees to build a system that better meets the needs of children and their families across the state.
