About this file

This is a Questions and Answers document for DISA's Mail Screening solicitation #612571295. The document reveals that the daily mail volume at Fort Meade is approximately 40 letters and 30 packages. While same-day delivery is required, the contractor's facility must be cleared by DCSA to process and store classified material up to SECRET level, with overnight storage capabilities needed for contingencies (requiring approximately 5x5 ft storage space). No additional screening beyond stated CBRNE requirements is needed (specifically, no Fentanyl screening).

The pricing structure clarification indicates that the government seeks a fixed price proposal for the base year plus options, rather than labor-hour pricing. The government will accept pricing details that show the breakdown of labor, equipment, and Other Direct Costs (ODCs) within a firm-fixed-price structure.

Mail Screening - Questions and Answers
Question #Questions / CommentsGovernment Response
1Do you know the approximate daily mail load (how many letter, packages, etc.) they receive at the Fort Meade base? The cost would be different for say, 5 vs. 5,000 pieces of daily mail and packages.Small volume. Daily average is approximately 40 letters and 30 packages.
2Does the DISA HQ also want drugs like Fentanyl (which can be lethal just by physical contact) screened as well as CBRNE?No, additional screening required outside of what is stated in the PWS.
3The Combined Synopsis/Solicitation requires offerors to “provide an affirmative statement that the stated delivery timeframe can be met for same day delivery” per subfactor 1. According to subfactor 2, the offeror’s facility “must be cleared by DCSA to process, and store classified material (up to SECRET).” These two requirements seem to conflict. If the offeror must guarantee its ability to meet the same day delivery requirement, why must they also be cleared to store classified material?
a.Possessing a facility clearance and possessing the clearance to store classified materials are different requirements. Is the successful offeror required to be able to store classified material?
b.If the offeror is required to store classified material, please provide details as to the size of required storage space and anticipated duration of storage.a. Overnight storage not required, however, in the event material can’t be delivered on any given day for any reason (such as emergencies, bad weather, agency closure, etc.), facility must be cleared to store overnight, if needed. b. Only if needed, facility should have ability to store undelivered packages overnight. Volumes vary by day, however, average volume ranges between 20 to 30 packages daily (various sizes). A small 5ft x 5ft space should suffice.
4Factor 2 requires all price proposals must be returned on the provided Excel spreadsheet with no additional CLINs or added costs. The provided Excel sheet only accounts for labor, which populates the CLIN Summary tab. Mail Screening, especially involving transportation, has many non-labor cost elements that must be accounted for to accurately provide price transparency.
a.Does the Government want all ODC type expenses wrapped into the hourly rate?
b.If the answer to 2a is yes, how will the Government “be able to verify and track all proposed pricing from the proposed details through to the CLIN Summary”?
c.Will the Government consider a pricing structure that equates to a FFP structure, but shows the details of how the pricing was developed using a mix of labor, equipment, and ODCs?a. No, a fixed price proposal for the year plus options. b. Not applicable. c. Yes.
