About this file

This is Addendum 2 to a solicitation issued by the Pennsylvania State Police Department for snow removal services at Troop L Frackville. The amendment addresses 17 supplier questions regarding specifications, bidding procedures, and service requirements for the facility located at 31 Eleanor Avenue, Frackville, PA 17931. The solicitation requires a mandatory site visit, with the specific date and form submission deadline to be coordinated between the vendor and the agency contact provided on the Proof of Visit form. Bids are due October 30, 2026 at 11:00 a.m. and will be awarded to a single supplier with an estimated start date of 60 to 90 days from the bid opening. The contract term is one year with four optional one-year renewals. Services include snow plowing (estimated 60 hours per visit), sidewalk snow removal (30 hours per visit), granular deicing material application (60 tons), and bagged deicing material (50 bags), with all labor priced on a total hourly rate per task and materials priced by ton or bag.

This is a restricted small-business set-aside requiring current Pennsylvania Small Business Certification as a mandatory submittal; a copy of a current DGS Small Business Certification form is acceptable. Labor costs for granular deicing material application are inclusive in the material rates, and all quantities in the cost matrix are estimates rather than guaranteed amounts. Subcontractors must be identified at bid submission but require approval only upon award, and authorized representatives of the bidding entity may attend site visits if directly employed by the bidder. FBI fingerprint background checks and CJIS checks do not apply to outdoor snow crews not entering the building. Commercial auto liability insurance is not required, but proof of Workers' Compensation Insurance and Public Liability and Property Damage Insurance with minimum coverage of $250,000 per person and $1,000,000 per occurrence must be submitted, listing the Commonwealth of Pennsylvania at 1800 Elmerton Avenue, Harrisburg, PA 17110 as certificate holder with additional insured language. The Snow Removal Service Log, Iran Free Procurement form, and Lobbying forms are not required submissions. Award details such as snow depth triggers, response times, plowed surface types, designated deicing products, and lot and sidewalk square footages will be provided during the required site visit.

Subject: Addendum 2 Solicitation Number: 6100066824

Due Date/Time: October 30, 2026 – 11:00 AM Addendum Number: 2

To All Suppliers:

The Commonwealth of Pennsylvania defines a solicitation “Addendum” as an addition to or amendment of the original terms, conditions, specifications, or instructions of a procurement solicitation (e.g., Invitation for Bids or Request for Proposals).

List any and all changes:

This addendum is issued to address the following supplier questions:

1. Specs I-3.D asks for a Small Business Certification form fully completed. No form is in the package. Is a copy of the current DGS Small Business Certification sufficient (T&C I.9)? Yes.

2. Specs I-2 Requires subs identified at time of bid submission and approved. Where and in what form do we identify them? A supplemental document can be provided on company letterhead providing any related information. When will approval be given? Upon award.

3. Addendum 1 Q4 answers, “No , if in accordance with V.31”. Does “No” mean a sub’s experience cannot be considered or that no experience it required? No experience is required.

4. What is the latest date a visit can occur and the form still be returned in time? That must be determined between the vendor and the agency contact provided of the Proof of Visit form.

5. May an authorized representative of the bidding entity attend for the bidder? Yes, as long as the representative is directly employed by the bidding entity.

6. Cost Matrix, the lines say per visit, but the unit is Hour. Please confirm hourly per task. Yes.

7. There is no labor line for application of granular de-icing material. Where is application labor to be priced? Labor is to be inclusive in the material rates. The specifications have been amended to remove requirement. Spec requires square footage quantity estimates with bid.

Where do they go? The specifications have been amended to remove requirement.

8. The instructions tab refers to WCOA Judges’ Conference – June 2019 and monthly costs. Please confirm it does not apply. This agency cannot confirm that information.

9. Snow Removal Service Log (Specs I-2), Iran Free Procurement form (T&C II.3), and Lobbying forms (T&C II.1) were not in the package. Which must be submitted with the bid and can they be provided? None of the referenced documentation must be submitted.

10. What snow depth triggers service? What response time is expected? Are plowed areas asphalt or concrete? What deicing product will be designated and what are the approximate square footages of the lots and sidewalks? This information will be provided during the required site visit.

11. Are the matrix quantities guaranteed or purely estimates? All quantities are estimated.

12. Will award be made by line or in total? Award will be made to a single supplier.

13. What start date is expected for the PO? The estimated start date will be 60 to 90 days from bid opening date.

14. Is commercial auto liability insurance required? No.

15. What certificate holder name and address should be shown? Commonwealth of PA, 1800 Elmerton Avenue, Harrisburg, PA 17110

16. Do the CJIS fingerprint checks (Specs) and the SP 4-164 checcks (T&C V.44) apply to outdoor snow crews who are not entering the building? No.

17. The advertisement says non-public opening. T&C I.8(a) says public. Which governs and will results be posted? Advertisement governs as non-public and results will be posted under PA eMarketplace bid tabulations.

Type of Solicitation: Electronic Bid (SRM) - Review the Questions section of your solicitation response to ensure you have responded, as required, to any questions relevant to solicitation addenda issued subsequent to the initial advertisement of the solicitation opportunity.
