About this file

This is a Life Cycle Cost Analysis (LCCA) appendix for an Invitation for Bids issued by North Carolina Central University for an early procurement rotary-screw compressor water chiller as part of the Walker Complex HVAC and BAS Renovation project. The procurement requires one 250-ton chiller that meets specified design documents. The chiller must be delivered to the site between February 15, 2027 and March 1, 2027, with delivery date identified as a critical consideration. Vendors are permitted to submit multiple options in their bids to facilitate meeting the delivery timeline, and minor deviations from technical specifications may be considered to improve delivery dates, though major deviations will not be accepted. The Engineer of Record will evaluate submissions, and vendors are encouraged to submit reasonable alternatives.

The LCCA methodology requires bidders to submit initial cost plus estimated energy usage over an economic life of 23 years at an electricity rate of $0.079 per kilowatt-hour. Chiller efficiency is evaluated based on four load conditions: 100% load at 300 tons for 2,500 hours annually, 75% load at 225 tons for 4,000 hours, 50% load at 150 tons for 1,260 hours, and 25% load at 75 tons for 1,000 hours. Bid documentation must include input power (kW/ton) calculations at each condition with associated total energy costs, flow rates, temperatures, pressure drops, sound data, physical dimensions, weight, and refrigerant charge specifications. Selections exceeding maximum pressure drop requirements will be disqualified, and no energy credit will be awarded for pressure drop reductions. Following owner selection based on equal criteria, the successful manufacturer may propose modifications outside bid constraints to enhance overall plant energy performance.

Chiller LCCA

Chiller Life Cycle Cost Analysis 1 Chiller CH-2: Provide the cost for one 250 Ton (total net) chiller that meets the design documents. Provide initial and 3 life cycle costs. Chiller efficiency shall be measured in life cycle cost which is the sum of the initial cost plus the es-4 timated energy usage. The estimated energy usage shall be based on an Economic Life of 23 years, Electricity Rate 5 of $0.079/kWh and the following load profile: 6

Load (%) Load (tons) Time (hrs/yr) 8 100 300 2500 9 75 225 4000 10 50 150 1260 11 25 75 1000 12

Life cycle cost calculations must be included as part of the bid documentation. The calculations shall include input 14 power (kW/ton) at each of the four conditions listed above and the associated total energy cost over the economic 15 life. The selection shall include flow rates, temperatures, pressure drops and sound data at each condition and the 16 physical size (dimensional and weight) and refrigerant charge. Selections that exceed maximum pressure drop re-17 quirements will not be considered. An energy credit will not be given to chillers for reductions in pressure drop. After 18 the owner selects an option based on equal criteria, the successful manufacturer may present proposals to provide 19 even better overall plant energy performance by making changes outside the bid constraints. 20
