About this file
This document is a set of responses to questions regarding a Request for Information (RFI) for an Electric Vehicle Charging Station Design & Installation project at Naval Station Newport.
The key details are:
- This is a design-build project to install EV charging facilities at four buildings (Bldg 1, Bldg A63North, Bldg A63South, and Bldg A9).
- The project includes site work at Bldg 1 to convert a gravel lot to an asphalt parking lot and repair the entrance roadway.
- The EV charging stations must be procured through a GSA Blanket Purchase Agreement with a specific vendor.
- Contractors must refer to the Unified Facilities Criteria (UFC) on the WBDG.org website for design guidance on items such as light pole bases, EV charger station footings, transformer pads, and drainage improvements.
- The contract includes a base scope for Bldg 1 and options for the remaining buildings.
- Only contractors under specific MACC contracts are eligible to bid on this project.

1. Is this a design/build project for the excava on and earth work requirements? We are aware this is true for the electrical, which will be covered by our design P.E.
RESPONSE: The project is a design/build requirement. The primary intent of the project is to design/build EV charging facili es for four areas: Bldg 1, Bldg A63North, Bldg A63South, and Bldg A9.
Since the Bldg 1 parking area is presently a gravel lot, the contract requires design/build for not only the electric vehicle charging facili es, but also the site work to convert the gravel lot to an asphalt parking lot and repair the entrance roadway (by milling and paving). There are no significant site improvements required at the remaining sites beyond the improvement/restora on required to install the charging facili es. It should be noted that Part 6 of the RFP includes reference drawings of the various loca ons to help the bidders understand the exis ng condi ons. For example, Part 6 includes reference drawings of the parking area at Bldg A63 which was previously constructed as a separate contract ac on.
2. What are the size requirements for the light pole bases? Can these be a precast concrete light pole base?
RESPONSE: The design/build contractor shall refer to the design guidance on the whole building design guide website (wbdg.org) as a reference for the design criteria for this design/build project. Refer to FC 1-300-09N and all referenced and sub-referenced UFC requirements for design guidance related to this procurement.
3. What are the size requirements for foo ng for the EV Charger Sta on’s? Can these be precast base?
RESPONSE: The EV Charging Sta on requirement is specifically noted in the RFP. Per the RFP, the requirement is as follows:
“Each Electric Vehicle Charging Sta on (EVCS) will consist of a Level 2, dual-port, free-standing, pedestal-style, ChargePoint Electric Vehicle Charging Sta on, Model Series CT4000. The charging sta ons must be ordered via a blanket purchase agreement (BPA) with the Government Service Administra on (GSA) contract GS-30F-0029Y, BPA Number GS-30F-GA082 with Apollo Sunguard Systems, Inc. and installed in accordance with manufacturer’s instruc ons.

The exact model to be installed at each loca on may vary due to site condi ons.”
Please read/review the full content of the RFP for all remaining requirements.
4. For the new transformers, can the transformer pads be a precast concrete pad?
RESPONSE: No.
5. Will there be a concrete pad required for the panelboards, receptacles, and automa c transfer switches and if so, what size concrete pad will be required?
RESPONSE: Yes. This is a design/build contract. The exact size of each pad will be determined as part of the design. It should be noted that the RFP does not include a requirement for automa c transfer switches.
6. The new primary electric manholes are these a precast concrete structure and if so, what size precast electric manhole would be required?
RESPONSE: For design guidance, refer to the RFP as well as the UFCs that are included on the WBDG.org website referenced above. Refer to the requirements of FC 1-300-09N and all referenced and sub-referenced requirements. (specifically, 3-550-01 part 3-11.5.6)
7. At Building 1, how many new site lights would be required and where is the power to these lights coming from? We assume BLDG1 but does not call out specifically.
RESPONSE: For design guidance, refer to the RFP as well as the UFCs that are included on the WBDG.org website referenced above. Refer to the requirements of FC 1-300-09N and all referenced and sub-referenced requirements.
Site ligh ng may be fed from the new transformer.
8. At Building 1, what drainage improvements will be required for the new paved parking lot and pavement repair areas, will there be precast concrete drainage structures, drainage piping, underground drainage system or drainage basin area, and e in loca on to the exis ng drainage system?
RESPONSE: For design guidance, refer to the RFP as well as the UFCs that are included on the WBDG.org website referenced above. Refer to the requirements of FC 1-300-09N and all referenced and sub-referenced requirements. Follow all federal, state, and local requirements regarding LID. Refer to part 6 for supplemental informa on regarding site specific environmental criteria.
9. At Building A63 in Sec on 6 of the specifica on provided, will the drainage improvements and parking lot improvements as shown on the civil plan set en tled “Replace Parking Lot Bldg. A63” on sheets G-001, C- 001, C-101 thru C-114, and C-501 thru C-503?
RESPONSE: The drawings for Bldg A63 that are shown in Part 6 are provided as reference informa on to illustrate the present condi on of that parking area. The contract does not include construc on of the parking area for A63 as that parking facility already exists. At Bldg A63, the only site work required is the site work involved with the installa on of the EV charging facili es and the restora on of any exis ng condi ons that are disturbed while performing the installa on of those EV charging facili es.
