About this file
This document contains responses to a Request for Information (RFI) related to a federal contract opportunity for the design and construction of electric vehicle charging stations at the Naval Station Newport. The RFI responses provide clarification on various aspects of the project, including the applicability of the Buy American Act, extension of the RFI due date, details on the existing electrical infrastructure, and updates to the Statement of Work. The related federal contract opportunity is for the design and construction of electric vehicle charging stations at buildings 1, A63, and A9 on the naval base, in support of the government's initiative to lower emissions. The contract includes a base award for the design and construction at building 1, with options for additional construction at buildings A63 and A9. The contract is set aside for contractors under specific MACC contracts with the Naval Facilities Engineering Command.

Text version
1. Will the government allow for one week extension on RFI due date?
Due to end of fiscal year timeline restrictions, the RFI deadline cannot be extended.
2. Does the Buy American Act apply to this project?
Yes.
3. Can the Government provide Site visit sign in sheet?
The site visit log was posted to the SAM.gov solicitation on 22 July. Please see the solicitation attachments.
4. When will the transformers be required on site?
The government recognizes that transformers have a long lead time. There is no specific due date for the delivery of the transformers.
5. The building A9 Scope narrative states to disconnect two existing EV Chargers, one interior and one exterior. It states refeeding the exterior charger from Panel PP1. What is the scope for the existing interior charger?
Disconnect the existing interior charger and abandoned in place. Appropriately seal all openings with removable caps as needed to preserve the integrity of the charger for future use.
6. Is Panel PP1 already metered?
Panel PP1 is not presently metered.

“1.31 Primary Electrical Distribution Infrastructure and Cabling (minimum requirements):
Not applicable – Primary electrical distribution is not required at this site. Electric Vehicle charging facilities located in the Bldg A9 Parking area shall be fed from the existing 480V main circuit breaker panelboard located on the northeast side of Bldg A9.
1.32 Secondary Electrical Distribution Infrastructure and Cabling (minimum requirements):
There are two existing chargers in building A9. One is an interior charging station and the other is an exterior wall-mounted charging station on the south side of the facility. The existing charging stations are fed from a 100A, 208/120V, 3-ph sub-panelboard CC1 located within building A9 approximately 250LF away from its source (a 75kVA dry-type transformer and 225A, 208/120V PP1 panelboard).
There are two conduits (1-2” and 1-1”) spanning the distance between CC1 and PP1. The conduits are supported by unistrut attached to the existing joists and passing through the high-bay area. Panelboard CC1 is fed (via the 2” EMT conduit) from a 100A circuit breaker located in PP1 (an Eaton 225A, 208/120V main circuit breaker panelboard). Disconnect the two existing EV charging stations from CC1. Using the existing spare 1” conduit that runs parallel to the 2” conduit, to provide a new, (AMI) metered feed from PP1 to the existing, exterior wall-mounted charger. Provide all conductors, junction boxes, circuit breakers and associated hardware as needed to restore electrical continuity and reactivate the wall charge ports. Reuse the existing metered panel CC1 to feed the proposed new exterior chargers. Provide secondary electrical infrastructure between CC1 and a proposed H20 rated handhole. Provide electrical distribution (i.e. conduits, cabling, supports, junction boxes, trenching, restoration, etc.) as needed to serve each free-standing, pedestal-style, dual-port electric vehicle charging station from CC1. Provide one, 2” spare conduit from Bldg A9 to the new handhole.”

Provide service to the propose new Electric Vehicle charging facilities located in the Bldg A9 Parking area from the existing 480V Main Electrical Switchboard located on the northeast side of Bldg A9.
There are two existing conduits (1-2” and 1-1”) spanning the distance between CC1 and PP1. These conduits are supported by unistrut attached to the existing joists and passing through the high-bay area.
Panelboard CC1 is presently fed (via the 2” EMT conduit) from a 100A circuit breaker located in PP1 (an Eaton 225A, 208/120V main circuit breaker panelboard).
Disconnect the two existing EV charging stations from CC1.
Disconnect the existing CC1 feeder cabling from panel PP.
The proposed design will reuse panel CC1 and the existing 2” conduit to serve the proposed new chargers. Reclaim the existing 2” conduit and extend the conduit as needed to serve CC1 from a new circuit derived (and stepped down) from the 480V Main Electrical Switchboard located on the east side of A9. Reuse the existing metered panel CC1 to feed the proposed new exterior chargers to be located on the west side of A9.
Using the existing, spare 1” conduit (that runs parallel to the 2” conduit) provide a new, (AMI) metered circuit to feed the existing, exterior wall-mounted charger from PP1. Restore electrical continuity to reactivate the wall charge ports located on the south exterior wall of A9.
Provide all dry-type transformers, conduit, conductors, junction boxes, circuit breakers and associated materials, labor and equipment as needed to feed the proposed new chargers on the west side of Bldg A9 and refeed the existing wall-mounted charger on the south side of Bldg A9.
Provide secondary electrical distribution infrastructure between CC1 and a proposed H20 rated handhole. Provide electrical distribution (i.e. concrete-encased ductbank, conduits, cabling, supports, junction boxes, trenching, site restoration, patching, painting etc.) as needed to serve each free-standing, pedestal-style, dual-port electric vehicle charging station from CC1.
In addition, for future use, provide one- 2” spare conduit in the concrete-encased ductbank extending between Bldg A9 and the new handhole.”
7. As per Concept Drawings for Building A63, Are the existing Conduit equipped with feeders?
