About this file

This document contains responses to a Request for Information (RFI) related to a federal contract opportunity. The key details are:

The RFI responses cover several technical questions on the contract requirements, including the acceptable cable insulation type, allowance of cold shrink splices instead of in-line splices, and the need to coordinate outages and traffic control for accessing manholes in the roadways. The government has confirmed that 133% insulation is acceptable instead of the specified 100% EPR, cold shrink splices are allowed, and road outages with traffic control measures can be used. The scope for replacement of switch SW204 has been eliminated. There are no materials designated for salvage under this contract.

The related federal contract opportunity is for the replacement of the entirety of the M2M and M12N 13.8KV feeders at the Naval Submarine Base New London. The work is to be performed by one of the six contractors holding MACC contracts N40085-21-D-0052 through N40085-21-D-0057, or contractor N40085-21-D-0066.

1. Drawing ES-100, Note 2, states cables to be 15 KV 100% EPR insulation. Spec. section 26 05 13.00 40 2.3.2 shows 15 KV cable with 133% insulation in the chart. Can 133% insulation be used vs 100% EPR? This has been standard practice on the base and is the majority of what is available at the manufacturing facilities.

100% is a typo. 133% is acceptable.

2. Drawing ES-101, Key Note 2, states cables that are T-Tap to be in-line splices. Spec.

section 26 05 13.00 40 2.2.6 calls for the splices to be completed with heat kits as well.

Can separable connections be used instead of in line? Can cold shrink be used vs heat shrink?

No, separable connections are not acceptable according to UFC 3-550-01.

Cold shrink is acceptable and is actually recommended over heat shrink.

3. Can cable M2M and M12N be placed out of service and replaced at the same time?

Both cannot be placed out of service at the same time.

4. Ph 1.6 Salvage of Materials and Equipment, states “Items designated by the Contracting

Officer to be salvaged”. Please confirm there is no materials or equipment that will be designated for salvage.

There are not any materials deemed salvageable for this project.

5. The LESSA form Description of Work states “SW204 will also be replaced on existing equipment pad, requiring the pad to be modified and the feeders to be extended to support the installation of the new switch”. Please confirm that this scope has been deleted.

The scope for the removal/replacement of SW204 has been eliminated. The LESSA was completed prior to elimination of that scope.

6. Note 8. Stets “Manholes are typically filled with water and will require dewatering in accordance with subbase instructions”. Please confirm Dewatering of the manholes will be into the existing sewer lines.

That is correct.

7. Most of the manholes requiring access for the scope of work are in the roadways and will require traffic control. Please confirm that the use of road outages and hard barriers to divert traffic from the work area will be acceptable.

Yes. Road outages and hard barriers are acceptable for use. Coordination and request approval process through ET shall occur.
