About this file

This is a Housing Cost Benchmarking Form for the New Mexico Home Recovery Program, which outlines unit pricing requirements for residential construction services including new home construction and mobile home unit (MHU) replacement. The form establishes pricing structures for three new home configurations (2-bedroom/2-bath at 1,330 square feet, 3-bedroom/2-bath at 1,425 square feet, and 4-bedroom/2-bath at 1,500 square feet) across three foundation types: monolithic slab, stemwall, and elevated construction. Additional pricing is required for garages, engineering services (architectural, structural, and surveying), accessible accommodations, site-specific demolition of wood-framed and block homes ranging from under 1,000 square feet to over 3,001 square feet, shed and carport removal, concrete flatwork, and wooden deck work. The form also includes line items for site-specific improvements such as utilities, tree removal, fill dirt, gravel, culverts, stairs for elevated homes, and wildfire/WUI-resistant measures including fire-rated roofing, noncombustible siding, and defensible space improvements.

All unit prices submitted must be fully burdened and inclusive of all labor, materials, equipment, supervision, overhead, profit, permitting activities, and all work necessary to complete construction in accordance with the New Mexico Building Code, NMAC requirements, and the program's Minimum Construction Standards for Reconstruction. For MHU replacement, pricing must include permits, utility disconnection and reconnection, site preparation, purchase and delivery of a new HUD-certified unit with energy-star rated appliances, installation, vinyl skirting, up to 400 square feet of concrete, central HVAC systems, testing, inspections, title work, and a Certificate of Occupancy. Contractors must also provide pricing for wheelchair-friendly accessible units with widened doorways, low-threshold showers, comfort height toilets with grab bars, and unobstructed access to key living areas. The pricing structure requires separate line-item costs for wildfire mitigation upgrades and accessible add-on options for MHU units.
