About this file
This is a Request for Proposals (RFP) issued by South Summit School District (SSSD) in Utah for a comprehensive Facilities Master Plan Feasibility Study. The district is seeking qualified architect-engineer firms to conduct a long-term capital planning study addressing needs for a new elementary school, transportation facility relocation, athletic facility upgrades, and future secondary school feasibility. The project is structured across three phases: Phase I (3-5 years), Phase II (5-15 years), and Phase III (15-20 years). Key project components include evaluating a new PK-6 elementary school on the Francis property, relocating the transportation facility, improving high school parking and safety, renovating track and football fields, constructing new tennis courts, and assessing potential future secondary school development. The RFP was issued on 17 September 2025, with proposals due by 9 October 2025, and the district anticipates selecting pre-qualified firms by 22 October 2025, with Phase I planning to begin on 27 October 2025.
The pricing schedule requires firms to submit detailed cost breakdowns for each project phase, including lump sum estimates and hourly rates by role. Proposals will be evaluated on a 100-point scale, with points allocated across responsiveness (5 points), firm history and capabilities (30 points), employee qualifications (25 points), project experience (20 points), references (10 points), and project and cost management (10 points). Deliverables will include a written feasibility report, conceptual site plans, order-of-magnitude cost estimates, phasing recommendations, and a presentation deck. The district also expects community engagement, including participation in up to three public workshops and meetings. An optional in-person pre-bid meeting is scheduled for 2 October 2025 at the South Summit School District Office, and the RFP anticipates a single contract award to the most responsive and highest-scoring vendor.
