About this file

This is an RFP evaluation scoresheet for Solicitation #SB26-9 issued by the State of Utah Division of Purchasing for bulk canned food procurement. The contract is intended to establish a five-year agreement with potential for multiple awards. Vendors must submit a completed Attachment C Cost Sheet, Attachment D Evaluation Criteria, and Lobbying Disclosure forms to meet mandatory prerequisites and proceed to technical evaluation. The contract requires vendors to guarantee pricing for a three-month period.

The technical evaluation comprises 700 points across five sections: Operational Approach and Deliverables (120 points), Logistics and Statewide Distribution (130 points), Ordering Systems and Product Data (210 points), Risk Management and Product Recalls (120 points), and Continuity of Operations and Disaster Plans (120 points). Vendors must score a minimum of 455 points (65%) in the technical evaluation to advance to cost evaluation. Cost evaluation accounts for 300 points (30% of total), with the lowest bidder receiving full cost points and other vendors receiving proportional points based on the lowest proposed price formula. A total of 650 of 1,000 available points is required to receive a contract award. The State will assess vendors' capabilities in areas including contractual understanding, quality assurance, geographic coverage throughout Utah, ordering system functionality, Buy American compliance, product transparency, recall procedures, and business continuity planning. An administrative fee of 0.75% applies to this contract.
