About this file

This is a Technical Criteria Evaluation document (Attachment D) for a Bulk Canned Food Purchasing RFP issued by the State of Utah Division of Purchasing. The RFP may result in multiple awards and requires vendors to meet all Mandatory Minimum Requirements before proceeding to technical evaluation. The contract term is five years, with vendors required to guarantee pricing for three months. The evaluation process consists of a technical phase worth 700 points across five sections: Operational Approach and Deliverables (120 points), Logistics and Statewide Distribution (130 points), Ordering Systems and Product Data (210 points), Risk Management and Product Recalls (120 points), and Continuity of Operations and Disaster Planning (120 points). Vendors must score at least 455 of 700 available technical points (65%) to advance to cost evaluation, and must achieve a combined score of at least 650 of 1000 total points (technical plus cost) to be awarded a contract.

The cost evaluation phase is worth 300 points as outlined in Attachment C. Vendors must provide clear and concise responses to all evaluation questions, demonstrating understanding of canned food deliverables, quality assurance protocols, delivery methodology, statewide geographic coverage including direct or sub-contracted service, ordering system capabilities, Buy American Provision compliance, product data transparency, nutritional and allergen information, product recall procedures, and disaster continuity planning. The procurement includes an administrative fee of 0.75 percent. Vendors are instructed to exclude promotional materials, unsolicited information, internet links, and pricing information from technical responses, and all proposals will be evaluated equally regardless of prior or current State of Utah contract experience.

Technical Criteria Attachment D

SB26-9 Canned Foods

PURPOSE OF THIS DOCUMENT: The purpose of this document is to assign a “Technical Score” to a vendor’s proposal.

This is done by an evaluation of the vendor’s responses to the questions in this document. If a vendor fails to meet the minimum point threshold for their technical score, they will not move on to the next phase of the RFP.

EVALUATION PROCESS: An evaluation committee will evaluate each response by the vendor, assigning a score to each section of questions. The average score of all evaluators will be used to determine the vendor’s technical score for each section.

Possible technical evaluation points: 700 Minimum technical evaluation points to advance to the cost evaluation stage: 455 Possible Cost Points on Attachment C: 300 Points required for Contract Award: 650/1000

VENDOR INSTRUCTIONS:

1. Offerors must provide clear and concise responses to ALL the questions below in order to be assessed equally to other proposals. The vendor may provide responses in any format as long each response clearly indicates the question # and its respective response. Failure to use this format may result in a lower score if the evaluation committee is not able to easily evaluate the information provided.

2. Information such as promotional material, executive summaries, etc. should not be included unless specifically asked for. Unsolicited information will not be considered nor evaluated. Internet links will also not be accepted unless they are specifically asked for.

3. Do not include any pricing information in any response to these questions.

4. Offerors who have had or currently have a State of Utah contract should not assume any preferential treatment.

All proposals will be evaluated equally.
