About this file

This is an Evaluation and Method of Award document for a Request for Proposals issued by the City of Alexandria, Virginia, for the Operation of Senior Congregate Programs. The RFP seeks proposals from qualified organizations to coordinate and manage two senior centers that provide congregate meal programs, with proposers allowed to submit proposals for one or both centers. Proposers responding to Senior Center II must propose a viable site capable of serving an average of 60 participants daily. The evaluation will utilize a competitive negotiation method in accordance with the Virginia Public Procurement Act, with the City reserving the right to conduct discussions, request clarifications, and negotiate with offerors determined to be fully qualified and reasonably susceptible of selection for award. For Senior Center II specifically, the City's evaluation committee will conduct a site tour graded on a pass/fail basis; failure to meet facility requirements in Part B-2 may result in the entire proposal being deemed non-responsive.

Proposals will be evaluated based on eight weighted criteria totaling 100 points: quality, depth, and diversity of proposed monthly activities (25 points); quality of the proposed communication plan and strategies (20 points); cost proposal (20 points); strength of firm experience (10 points); strength of key staff qualifications (10 points); strength of proposed program policies and procedures (5 points); strength of proposed emergency preparedness plan (5 points); and references (5 points). The City reserves the right to make a single award, multiple awards, partial awards, or no award; to waive informalities or minor irregularities; to request clarifications and conduct discussions with one or more offerors; and to cancel the solicitation at any time prior to contract award. A Notice of Award will be issued to successful offerors, though issuance does not authorize performance to begin until a fully executed contract is in place and required authorizations are obtained.
