About this file

This document is Part E of a Request for Proposals issued by the City of Alexandria, Virginia, to solicit proposals for the operation of two senior centers that provide congregate meal programs. Proposers may submit proposals to operate one or both Senior Centers and must clearly identify which center(s) they intend to serve in their responses. For those proposing to operate Senior Center II, a viable site capable of serving an average of 60 participants daily must be identified. The RFP uses a competitive negotiation method of source selection in accordance with the Virginia Public Procurement Act. Specific response dates, due dates, and award dates are referenced in Part A of the solicitation documents but are not detailed in this excerpt. The contract term and any renewal options are addressed in other sections of the RFP documentation not included in this file.

Offerors must submit detailed cost proposals outlining all costs associated with staffing and operating the Senior Centers, including personnel expenses, meal service, activity coordination, and operational expenses. The proposed annual cost must be held firm for years one and two of the contract, with any price changes in subsequent years subject to provisions in Part C, Section 10. All proposals must be submitted electronically through the City's EUNA Procurement tool in PDF format and include executed attachments, certifications, licenses, cover letters, firm background information, project understanding and approach, key personnel and staffing plans, references, and any additional supporting information. Proposals remain valid for a minimum of 180 calendar days from the solicitation due date unless previously withdrawn. If awarded, contractors must register with the City as an active vendor and, if applicable, provide Virginia Small-, Women-, or Minority-owned business certification documentation.
