About this file
This General Requirements document is issued by Salt Lake County Contracts and Procurement on behalf of Salt Lake County Public Works Operations Division for directional boring and drilling services. Salt Lake County seeks to establish a non-exclusive pool of multiple contractors to provide boring services for projects throughout Salt Lake County and its municipalities, with typical work including boring for traffic signal installations, power connections, and street lighting. The County reserves the right to award up to five contracts to the lowest, most responsive, and responsible bidders. A virtual pre-bid conference is scheduled for December 10th at 11:00 a.m., with interested bidders required to email Aaron Stone at astone@saltlakecounty.gov to request meeting access. The resulting contracts will have a six-year term effective upon execution, with the County retaining the right to review performance and cost regularly and negotiate terms during the contract period. For each individual project awarded from the contractor pool, site-specific pre-bid meetings will be held at project locations, and contractors failing to attend will not be considered for that particular project.
Pricing must be firm for the initial twelve-month term, with any labor rate escalation requests requiring 60 days' notice and limited to 3 percent increases subject to County approval and supporting documentation. For informational purposes only, the County estimates approximate annual purchases of $300,000, though no minimum or maximum quantities can be specified. Contractors must submit comprehensive bid documentation including a 60-day project history, current construction commitments, pending litigation or claims information, evidence of ability to perform, safety plans with OSHA recordable case rates, and proof of compliance with applicable laws. Required insurance includes workers' compensation, commercial general liability of $1,000,000 per occurrence with $2,000,000 aggregate, and commercial automobile liability of $1,000,000 per occurrence, all with the County named as additional insured. Performance and payment bonds will be required for each site-specific project. The contractor shall not subcontract directional boring operations, and all work must be performed according to County specifications with a one-year warranty on completed work.
