About this file

This is a M/WBE Trucking Procedure Compliance infographic and guidance document issued by the Harris County Department of Economic Equity and Opportunity (DEEO) that establishes criteria for Minority and Women-owned Business Enterprise (M/WBE) trucking companies to perform a Commercially Useful Function (CUF) and receive M/WBE credit on Harris County contracts, including the Concrete Channel Repairs at Halls Bayou project for the Harris County Flood Control District. The document outlines performance requirements, ownership and operational standards, and documentation submission procedures for vendors utilizing M/WBE trucking firms to meet contract participation goals.

The compliance requirements mandate that M/WBE trucking firms must perform at least 30 percent of subcontract work with their own forces, own and operate a minimum of one truck with one employee driver, and manage the entire trucking operation without contrived arrangements. Credit toward M/WBE goals is calculated at 100 percent of expenditures paid to the M/WBE firm for full-service trucking, though credit is limited to commissions and fees when leased trucks exceed owned and operated trucks. Vendors must submit a completed and signed M/WBE Utilization Plan along with supporting documentation including the trucking firm's W-9, current insurance documents, and proof of truck ownership or registration, with a courtesy review option available up to five business days before solicitation closure. The DEEO provides additional post-award documentation requests to verify CUF performance and determine final contract goal credit, with contact information and policy details available through the Harris County DEEO office or website.
