About this file

This is a Heat Protection Safety Requirement Guidance document for the Harris County Flood Control District's Concrete Channel Repairs project at Halls Bayou (P118-09-00-X014) in Texas. The document establishes mandatory safety requirements that all bidders must acknowledge and comply with upon submission of their bids. The guidance applies to all weather-related safety provisions for workers, encompassing extreme heat, cold weather, and other adverse weather conditions that must be integrated into the project's Safety Plan.

At minimum, the Safety Plan must include provisions to protect workers from heat-related and cold-related illnesses throughout project execution. When temperatures or heat index values exceed 90 degrees, the Prime Contractor must develop and implement a project-specific Heat Awareness Plan that includes provisions for worker acclimatization, water access, rest periods, and shade. During extended periods of adverse weather, the Prime Contractor is required to provide worker accommodations as deemed necessary. By signing the Bid Acknowledgement at the time of bid submission, vendors formally agree to comply with all heat protection safety requirements outlined in this guidance.
