Re: Lead Correction Plan for 6 Morton Court, East Haven, CT

Dear Mr. Testa, On March 2, 2026, CT-DPH certified Lead Inspector / Lead Risk Assessor Dave Mattei and Brian Santos of Connecticut Lead Services, LLC performed a full Lead Inspection Risk Assessment (LIRA) at the subject site.

The purpose of this inspection was to identify the components which tested positive for lead based paint (LBP), to evaluate their current condition and to provide a correction plan to address any lead hazards that currently exist. Once the work has been completed, Connecticut Lead Services, LLC (CLS) will return to perform a visual inspection of all components identified in the correction plan No lead dust samples will be taken for this project due to the scope of work containing exterior components only.

Lead Safe Summary

Once all defective known LBP surfaces have been re-inspected, those surfaces previously marked as defective have now been removed, stabilized or permanently covered, the building will be considered lead-safe and ready for normal use and occupancy.

Due to the proposed renovation scope of work, No LBP should be left at the subject site. No lead management plan will be required.

Federal law requires sharing known information on the location of lead-based paint with renters and buyers.

Sincerely, Dave Mattei

EXECUTIVE SUMMARY:

Lead-based paint (LBP) and lead-based paint hazards were found during our inspection. A lead correction plan will be required. LBP was found on non-friction surfaces only. All of the LBP was considered defective.

Defective LBP is defined by US EPA as a paint-lead hazard.

See starting on page 4 for our list of LBP components.

Lead dust samples were taken in selected rooms, including two bedrooms plus the kitchen and living room. No Lead dust was reported in any samples. See the Lead Dust Hazards section for more information. Areas containing lead dust should be cleaned (CDC reports lead dust as being the most common source of lead exposure in young children).

Composite soil samples were not taken due to snow coverage and must be taken at a later date. See Lead Soil Hazards section for more information.

PURPOSE AND SCOPE OF INSPECTION

Connecticut Lead Services (CLS) was hired by A&E Services Group, LLC to test painted components at the subject site for the presence of lead-based paint. Lead-dust and lead-soil testing were also included in our scope of work. Paint testing is done with an x-ray fluorescence device (XRF) that reads through all layers of paint.

Representative surfaces are tested on a room-by-room basis. Representative surface refers to like components with the same apparent building history and same substrate in the same room.

Our scope of work included the whole house. Water testing was not included in our scope of work.

SITE DESCRIPTION AND NOTES:

Dave Mattei and Brian Santos were granted access to the subject site by the owner on March 2, 2026. The 992 ft² single-family house was built in 1953 and had wood siding with vinyl windows throughout. The home was occupied at the time of inspection. No children under the age of six (6) were currently living in the home. We had full access to all living spaces. The home was found in good condition and was receiving very good housekeeping.

INSTRUMENTATION: Viken Detection Pb200e- X-Ray Fluoroscope Spectrum Analyzer (XRF) with

Serial # 1138. The unit source (Cobalt 57) was replaced 10/1/2025. This instrument is registered with the State of Connecticut DEEP and is Generally Licensed through the federal Nuclear Regulatory Commission.

In accordance with the manufacturer’s specifications, the Pb200e XRF was used in the Action Level assaying mode to determine lead in paint concentrations.

XRF readings of 1.0 mg/cm2 or higher are defined as lead-based paint by federal and state regulations.

The XRF detects lead in all layers of paint down to the substrate. If lead paint is painted over with new paint, the lead is still detected by this procedure. When paint is covered with objects such as sheet rock, vinyl siding or by carpet, the lead paint is usually not detectable.

Lead Inspection Findings – Paint

Lead-based Paint (LBP) is defined as readings of 1.0 mg /cm² or greater as read by XRF. LBP was found during this inspection. See below for a list of where LBP was found. See attached XRF Date Sheets for a complete list of results on all items tested.

Lead-Based Paint Hazard: A lead-based paint hazard is defined by US EPA, in part, as any deteriorated LBP in a residential building. Lead paint hazards also exist if hazardous levels of lead dust are found on horizontal surfaces beneath LBP components subject to friction (doors and windows).

Lead-based Paint Findings: Representative surfaces were tested on a room-by-room basis. The exterior is treated like a room. The following surfaces were found to contain LBP:

Notes: It may be that not all painted surfaces were tested. Examples could include rooms that are locked, substrates that are blocked or permanently covered, areas outside of our scope of work and components that are beyond routine access like gable vents, some soffits, and other hard to reach items.

In this case we were able to access all finished rooms.

Lead Inspection Findings – Paint (continued)

Report Conventions: We give rooms arbitrary names and numbers to avoid ambiguity. Please refer to the enclosed drawings of the site. Tests are referenced by the side of the building they are facing as indicated on the drawings. Side A is the street side (front), then clockwise around, B is left, C is rear, and D is right.

Federal Guidelines allow for certain building components that are adjacent to each other and not likely to have different painting histories to be grouped together into a single testing combination. Examples include:

• Window casings, stops, jambs and aprons are typically a single testing combination.

• Door jambs, stops, transoms, casings, and other door frame parts are a single testing combination.

Each of these building parts would be tested separately if there’s some specific reason to believe they have a different painting history. In most cases, separate testing isn’t necessary.

Representative surface refers to like components with the same apparent building history and same substrate in the same room. An example is testing baseboard on a wall in a room. If all baseboards in that room look similar, then the result of that test is applied to all baseboards in that room. If we see different types of baseboards in the room, we will test each of them. When we get to the next room we test the baseboard again, even if it seems to match those in the previous room, and so forth and so on.

Lead Hazard Findings – Soil

Soil Lead Hazard: A soil-lead hazard is defined by US EPA as bare soil on residential real property or on the property of a child-occupied facility that contains total lead equal to or exceeding 400 parts per million (ppm) in a play area or average of 1,200 ppm of bare soil in the rest of the yard, based on soil samples. Soil samples may be expressed as ppm or as micrograms per gram (µg/g). 1 ppm = 1 µg/g

Soil Lead Hazard Findings:

Composite soil samples were taken from:

No samples were taken due to snow coverage.

The following lead-soil hazards were identified:

Sample # Location Result (ppm) Standard (ppm)

Notes:

Our letters assigned to each side are simply; A faces the address street, then clockwise around the house for sides B (left), C (rear), and D (right).

Each composite consisted of 5-6 subsamples, with each subsample being of the ½” grab variety.

Dripline is defined as the area within three feet of the house foundation.

Lead Hazard Findings – Dust

Dust Lead Hazard: A dust-lead hazard is defined by US EPA as any reportable level of lead dust as analyzed by a laboratory recognized by EPA’s National Lead Laboratory Accreditation Program. This hazard definition recognizes the fact that there is no level of lead in blood that has been found to be safe for children. Lead dust samples are reported as micrograms of lead per square foot (µg/ ft²).

Dust-Lead Hazard Findings: Dust wipes were taken from floors and/or windowsills in the following areas:

Living Room (floor, sill)

Kitchen (floor, sill)

Bedroom 1 (floor, sill)

Bedroom 3 (floor, sill)

The following lead-dust wipes found reportable levels of lead dust: No reportable levels detected

Sample # Location Surface Result (µg/ ft²)

Notes:

Room names and numbers are assigned by us and can be found in the attached sketch Lab reports are attached

Recommendations:

Children and pets should be kept out of areas where lead hazards have been identified until proper measures are taken and controls to prevent additional lead hazards can be put into place. Here are some interim measures to consider while waiting for the lead-abatement plan to be executed.

Keep children away from areas where defective lead-based paint has been identified

General Information:

Lead in Paint:

Friction surfaces, where old paint is rubbing, can create lead paint and lead dust hazards. The best way to handle these instances, often, is to replace the components, especially with old doors and windows and their parts. Defective LBP on non-friction surfaces (trim work, walls…) is often treated by liquid encapsulation with CT-DPH approved products.

All LBP should be handled with proper precautions to avoid contaminating adjacent areas and exposing those present to lead particles. This includes having professionally trained workers minimize dust creation, completely contain the dust that is created, and clean that dust up well.

Lead in Dust:

Lead containing dust is often a significant source of lead for young children with elevated blood-lead levels.

Lead dust is created from deteriorating or rubbing lead paint as well as from renovation work that disturbs lead paint. Lead dust cleaning is best performed using a combination of HEPA vacuuming and wet cleaning with Swiffer type products or soapy water solutions. No shop vacs!! Methodical cleaning should go from high to low and then work your way out towards the exit, so areas already clean are not re-contaminated.

Wiping is more effective than scrubbing. Because lead dust can easily migrate you should assume that areas beyond where the dust was created can also become contaminated.

General Information:

Lead in Soil:

Lead contaminated soil can also be a source of lead for young children. Typical New England soil contains around 20 - 50 parts per million (ppm) of lead. CT-DPH begins to regulate lead-in-soil at 400 ppm.

Lead soil levels between 400 – 5,000 ppm are often treated with interim controls such as making sure the grass and other live ground cover is plentiful and laying down mulch or stone around the house foundation to create a barrier over bare soil areas. Lead soil levels over 5,000 ppm are treated with more permanent solutions, like removal or covering with concrete or blacktop.

EPA’s RRP rule sets up requirements for firms and individuals performing renovations in pre-1978 housing.

The RRP Rule requires that renovators be trained in the use of lead safe work practices, that renovators and firms be certified, and that renovators follow specific work practice standards. The most basic of these work practices is to contain paint dust and debris as it’s being made and to thoroughly clean-up all dust and debris after the work has been performed. The RRP Rule will NOT apply to contractors working on this property where their work will have them disturbing painted components that tested negative for LBP.

More on this rule can be found at epa.gov/lead/lead-renovation-repair-and-painting-program
