About this file
This document is a Consideration of the Location of Bidder form from the City of Fort Worth Purchasing Division for Invitation to Bid (ITB) Reference #25-0213, specifically for Signs, Banners, and Installation services. The form is designed to provide local businesses in Fort Worth an opportunity to receive preferential consideration in the bidding process, allowing them to potentially win a contract if their bid is within 3-5 percent of the lowest bid from an out-of-municipality business.
The form requires bidders to provide detailed information about their local business status, including whether they have a Fort Worth office, the percentage of gross company sales originating in Fort Worth (which must exceed 50%), the number of Fort Worth resident-employees, and the amount of ad valorem taxes paid to the city. The goal is to evaluate potential economic development opportunities and benefits to the municipality beyond the initial contract price. Bidders must certify the accuracy of their submitted information under penalty of perjury, with space provided for company name, signature, date, and printed name and title.

CONSIDERATION OF THE LOCATION OF BIDDER
ITB Ref. #: 25-0213 Doc. Ref#: ITB-08 Page 1 of 2 ITB Title:_Signs, Banners, and Installation____________________________
CONSIDERATION OF THE LOCATION OF BIDDER’S PRINCIPAL
PLACE OF BUSINESS
Section 2-14 of the Fort Worth Code of Ordinances authorizes the City Council, when considering competitive sealed bids, to enter into a contract for certain purchases with a bidder whose principal place of business is in the corporate limits of the City of Fort Worth and whose bid is within 3 or 5 percent of the lowest bid, depending on the value of the request and goods or services requested, if the lowest bid is from a business outside the municipality and contracting with the local bidder would provide the best combination of price and other economic benefits to the municipality.
Requests to be considered a local business must be submitted on this form with bid packages to be considered by the City of Fort Worth. Questions should be addressed to the Purchasing staff listed in the bid or request package.
The Fort Worth City Council requires the following information for consideration of the location of a bidder’s principal place of business. Add additional sheets if needed to provide this information.
