About this file
The document is a Byrd Anti-Lobbying Certification, a federal legal form designed to prevent improper lobbying activities in relation to federal contracts, grants, loans, and cooperative agreements. The certification requires the undersigned company to affirm that no federal appropriated funds have been or will be paid to influence government officials or members of Congress in connection with awarding or modifying federal financial agreements.
The form mandates that if any non-federal funds are used for lobbying purposes, the company must complete and submit a Standard Form-LLL "Disclosure Form to Report Lobbying" and include this certification language in all subawards and subcontracts. Failure to comply with this certification can result in civil penalties ranging from $10,000 to $100,000 for each violation. The document provides signature lines for a company representative to certify compliance with these lobbying disclosure requirements under 31 U.S.C. § 1352.
