About this file

This is a demonstration scoring criteria document associated with a Digital Asset Management System RFP issued by the State of Utah Division of Purchasing, with the Utah Division of Archives and Records Service serving as the conducting procurement unit. The procurement seeks to award a single contract to the responsive and responsible vendor achieving the highest overall score through a four-phase evaluation process. The contract term is five years. Phase 1 requires vendors to satisfy all Mandatory Minimum Requirements (MMRs) to advance. Phase 2 is a criteria evaluation stage worth 750 points, with a minimum passing score of 525 points required to progress. Phase 3 consists of a demonstration evaluation component worth 200 points, where vendors must achieve a minimum of 130 points to advance to the final phase. All vendors advancing to Phase 3 will receive detailed information regarding the demonstration's format, location, and timing.

Phase 4 is the cost evaluation phase, which allocates 175 points based on a formula that applies the ratio of the lowest proposed price to each vendor's proposed price multiplied by the available cost points. The total points available across all evaluation phases is 1,125 points. This multi-phase evaluation structure ensures comprehensive assessment of vendor capability, system functionality, and pricing competitiveness before contract award determination.
