About this file

This document outlines the mandatory minimum requirements and technical criteria for a Digital Asset Management System RFP issued by the State of Utah Division of Purchasing and conducted by the Utah Division of Archives and Records Service. The procurement seeks a single contract award to the highest-scoring responsive and responsible vendor. The contract term is five years. The RFP employs a four-phase evaluation process: Phase 1 requires vendors to pass all mandatory minimum requirements to advance; Phase 2 is a criteria evaluation stage worth 750 points, with a minimum score of 525 points required to proceed; Phase 3 involves a demonstration evaluation worth 200 points, with vendors needing a minimum of 130 points to advance to the final phase; and Phase 4 is the cost evaluation phase worth 175 points, calculated using the formula: Cost Points × (Lowest Proposed Price/Proposed Price). The total available points across all phases is 1,125.

The mandatory minimum requirements and technical criteria serve as the gatekeeping mechanism for this procurement, with vendors unable to advance to the criteria evaluation stage without satisfying all MMR requirements. Specific pricing terms, set-asides, incumbent information, and funding sources are not detailed in this document, as it focuses exclusively on the evaluation framework and advancement thresholds that vendors must meet at each evaluation stage.
