About this file
This is a Claim of Business Confidentiality document submitted in connection with a Digital Asset Management System procurement conducted by the State of Utah Division of Purchasing and the Utah Division of Archives and Records Service. The RFP seeks to procure a Digital Asset Management System through a competitive selection process resulting in a single contract award to the highest-scoring responsive and responsible vendor. The procurement employs a four-phase evaluation methodology: Phase 1 requires vendors to satisfy all Minimum Mandatory Requirements (MMRs) to advance; Phase 2 consists of criteria evaluation with 750 points possible and a minimum score of 525 points required to proceed; Phase 3 involves a demonstration evaluation worth 200 points with a minimum score of 130 points needed to advance to the final phase; and Phase 4 applies a cost evaluation formula distributing 175 points based on the ratio of the lowest proposed price to each vendor's proposed price. The total evaluation spans 1,125 available points, and the anticipated contract term is five years.
The business confidentiality claim document is filed by a vendor seeking to protect proprietary or confidential information submitted as part of their proposal response. This document type is typically used to designate specific proposal sections containing trade secrets, proprietary methodologies, pricing strategies, or other sensitive business information that the vendor wishes to shield from public disclosure under applicable state public records laws. The claim allows vendors to maintain competitive advantage while participating in the transparent procurement process required by Utah procurement regulations.

A claim must include a concise statement of reasons supporting the claim and must be submitted with the information requested to be protected.
