About this file

This is an Addendum #001 to construction bid documents issued by the Utah Division of Facilities Construction and Management (DFCM) for the Scofield Shed Solar Power & Generators project (DFCM Project #27302500, U3P Event #CR27012). The addendum, dated August 31, 2026, serves as a clarification and modification to the original contract documents issued on August 14, 2026. The project involves electrical upgrades including installation of a new generator, a new exterior building enclosure, lighting improvements, and upgrades to the existing photovoltaic system. The addendum modifies several requirements: it eliminates all five soils inspections previously required on sheet GI-003 due to the Building Official's determination that geotechnical testing is not necessary for this project, and it clarifies that Keynote 4 on sheet ES101 was placed in error and should be disregarded. The addendum also confirms that no existing utilities (power or water) are available at the project site, requiring contractors to provide their own generators and water for construction purposes. Bidders are required to acknowledge receipt of this addendum with their bid submission, and failure to do so may result in disqualification.

The construction cost estimate for this invitational project is $76,000.00. This is a restricted bidding opportunity limited to five invited contractors: Gladwell Construction, Rod Lewis Construction, Slider Construction, Strong Solutions LLC, and Xcel General Contracting. All costs, time, and performance obligations associated with the addendum are deemed included in bidders' proposals, with no claims for additional cost or time permitted due to lack of awareness or consideration of the addendum modifications. Bidders are solely responsible for reviewing, understanding, and coordinating all addendum requirements with their subcontractors and suppliers, and any apparent conflicts or ambiguities must be brought to the Architect's attention through written pre-bid inquiries within established timeframes.

Addendum #01

DNR – Scofield Shed Power & Generator

DFCM PROJECT #27302500

This Addendum is issued by the Architect as a clarification and modification to the drawings, specifications, and other Contract Documents for the above-referenced project. Except as specifically modified herein, all other portions of the Contract Documents remain in full force and effect as originally issued by the Owner/Architect on

8/14/26 (applies to all Project Bid Documents). If a provision of this Addendum conflicts with previous issuances, this Addendum shall govern, subject to any stated order of precedence in the Contract Documents.

Identification of Revisions (Clouding). For convenience, drawing changes may be indicated by revision clouds, delta symbols, or notes. Clouding/mark-ups are aids only and may not capture every change. The bidder is responsible for incorporating all modifications contained or referenced in this Addendum, whether or not they are clouded, expressly stated, or implied by coordination.

Bidder Review and Coordination. Bidders are solely responsible to:

• Review, understand, and incorporate all requirements of this Addendum into their bid, including affected details, specifications, schedules, quantities, alternates, allowances, and unit prices.

• Distribute this Addendum to and coordinate it with all subcontractors, suppliers, consultants, and others preparing portions of the bid.

• Reconcile and coordinate this Addendum with all related drawings and specification sections. Where requirements differ and clarification is not obtained prior to bid, the more stringent/higher-quality or greater-quantity requirement shall be included without change to Contract Sum or Time, unless otherwise directed by subsequent written Addendum.

Duty to Inquire (Pre-Bid Clarification). Any apparent conflict, omission, or ambiguity in this Addendum or the

Contract Documents must be brought to the Architect’s attention by written question within the timeframe established for pre-bid inquiries. Failure to request clarification before bid time constitutes the bidder’s agreement to comply with the Architect’s post-award interpretation without adjustment to the Contract Sum or Contract

Time to the extent such interpretation is consistent with the overall intent of the Contract Documents.

Substitutions and Product Naming. Any product names used in this Addendum establish required standards of quality, performance, and appearance. No substitution is approved or implied unless expressly identified herein as “Approved Equal” or “Substitution Accepted.” Substitution requests must follow the process and deadlines in the procurement/bidding documents.

No-Claims/Included Pricing. All costs, time, and performance obligations associated with this Addendum are deemed included in the bidder’s proposal. No claims for additional cost or time will be allowed due to lack of awareness, coordination, or consideration of this Addendum, including changes that are not clouded.

Scaling/Dimensions; Document Conflicts. Do not scale drawings. Figured dimensions and written specifications govern over measurements obtained by scaling or from file viewing settings. Subject to the order of precedence in the Contract Documents, the Architect may resolve minor inconsistencies by written interpretation; such clarifications that do not change scope will be incorporated without change to Contract Sum or Time.

Acknowledgment of Receipt. Receipt of this Addendum must be acknowledged by the bidder in the designated space on the proposal/bid form as required by the Contract Documents. Failure to acknowledge may render the bid non-responsive at the Owner’s sole discretion.

I. GENERAL

Item #01 – Existing Utilities

Q: Is there any power or water at the project site that we can use for construction?

A: No. You’ll need to bring in your own generator and water for your needs.

II. ARCHITECTURAL

Item #01 – Soils Inspections

Delete the requirement for all the soils inspections (5 of them) currently show on sheet GI-003.

The Building Official has informed us that they are not required on this project since geotechnical testing and reporting was also not required.

III. ELECTRICAL

Item #01 – Key Note 4/ES101

Q: There is not text shown on Key Note #4 on sheet ES101. Can you provide the text for this note?

A: This keynote was placed on the sheet on accident. This can be ignored. There is no intended note associated with Keynote 4 referenced.
