About this file

This is a Certification and Restrictions on Lobbying, Debarment, and Suspension form for Milwaukee Transport Services, Inc. (MTS), operator of the Milwaukee County Transit System (MCTS) in Wisconsin. The document establishes the bidder's compliance obligations regarding federal appropriated funds, lobbying restrictions, and debarment standards in connection with the procurement of Armored Car and Cash Processing Services. These services encompass fare collection pick-up and transportation via armored car, counting, deposit, and reporting of cash collected from the MCTS administration building and Ticket Vending Machines (TVM).

The certification requires bidders to attest that no federal appropriated funds will be used for lobbying purposes and that neither the bidder, its principals, subcontractors, nor sub-recipients are debarred, suspended, or otherwise disqualified from participating in federal covered transactions. Bidders must certify that their management has not been convicted of fraud, criminal offenses, antitrust violations, embezzlement, theft, bribery, or falsification of records within the preceding three years, and that no public transactions have been terminated for cause or default within the same period. Failure to comply with these certifications subjects bidders to civil penalties ranging from $10,000 to $100,000 per violation. Bidders are required to submit this certification as a material representation of fact prior to award and must impose identical certification requirements on subcontractors and lower-tier contractors for commitments exceeding $25,000.
