About this file

This Request for Bid is issued by Milwaukee County Transit System (MCTS), a division of Milwaukee Transport Services, Inc., for Armored Car and Cash Processing Services. The solicitation seeks qualified vendors to provide fare collection pickup and transportation via armored car, along with counting, deposit, and reporting of cash collected from the MCTS Administration Building and Ticket Vending Machines (TVM). The bid was released on May 7, 2026, with a deadline for submitting questions by May 29, 2026, and a bid due date of June 12, 2026, at 4:00 p.m. CST via Bonfire. The contract is structured as a firm fixed-price agreement for three years with two optional one-year extensions available if both parties agree. The contract start date is expected to be September 1, 2026, contingent upon award. Kathie Tillis serves as the bid administrator and can be contacted at Ktillis@mcts.org.

Pricing shall be submitted on an Excel price sheet provided in Bonfire and must include all labor, markups, tags, and other charges with no hidden costs permitted. Award will be made to the lowest responsive and responsible bidder based on price, though MCTS reserves discretion in its final selection. Vendors must demonstrate a minimum of five consecutive years of experience providing armored car and cash processing services to be eligible. MTS is exempt from Wisconsin Sales Tax and Federal Excise Tax and requests that bids exclude these taxes. A Certificate of Insurance meeting MCTS minimums listing Milwaukee County and Milwaukee Transport Services, Inc. as additionally insured must be provided before work commences. For any extension years beyond the initial three-year term, MTS will review the Consumer Price Index as a reference for price reasonableness using U.S. Department of Labor Bureau of Labor Statistics data, though CPI changes will not be applied automatically. Only one bid per vendor is permitted, and alternate bids offering deviations from the specifications will be rejected.

Bid Administrator: Kathie Tillis, Ktillis@mcts.org

2.0 Project Description:

Milwaukee County Transit System (“MCTS”) seeks Bids for the purchase of Armored Car and Cash Processing Services. Services shall include fare collection pick-up and transportation via armored car, counting, deposit, and reporting of cash collected from the MCTS Administration Building and Ticket Vending Machines (TVM).

Method of Award In awarding a contract, price is one factor to be considered, and the award is not required to be made to the lowest responsive, responsible bidder. Awards shall be made to the responsive, responsible firm whose proposal overall is the most advantage to MTS. Such determination is the sole opinion of MTS.

Contract Term:

This is a firm fixed-price three (3) year contract with a possible two (2) additional one-year extensions available if both parties are agreeable. Contract start date will be determined after award, but is expected to start September 1, 2026.

MTS will review the Consumer Price Index (CPI) as a guide for any potential price increase for extension years. CPI changes will not be applied automatically; they will serve as a reference only. The U.S. Department of Labor Bureau of Labor Statistics (https://data.bls.gov/timeseries/CUURS23ASA0) shall be used to determine price reasonableness. MTS reserves the right to request new bids if a mutually agreeable price cannot be reached.

MCTS Reservation of Rights:

MTS reserves the right to: (1) make a partial award, aggregate award, or no award at all; (2) modify, cancel, or re-publish the Bid at any time prior to award; (3) reject any or all Bids or any portion thereof; (4) waive minimum requirements; (5) waive minor irregularities; (6) accept late Bids; and/or (7) negotiate with the low Bidder — all within the sole discretion of MCTS.

Cost Response The cost figures shall be furnished on the excel Price Sheet(s) provided in Bonfire.

The price quoted shall be inclusive of all labor, markups, tags, and any other charges. No hidden charges will be allowed. A complete disclosure of all charges must be included with the submitted Bid. Any charges not disclosed in the Bid shall be the sole responsibility of the Contractor.

Binding Contract: A Bid received in response to this solicitation is an offer that can be accepted by MTS to create a binding contract without further negotiation.

Independent Contractor: Nothing in this Agreement shall constitute or be construed to create a partnership or joint venture. The Bidder is at all times acting and performing as an independent contractor.

Alternate Bids: Vendors may only submit one Bid response. Alternate Bids (those offering something different than what is asked for) will be rejected.

Waiver of Informalities: In its sole discretion, MTS may waive informalities and minor irregularities in Bids received.

Right to Reject: MTS reserves the right to make an award based on its own determination, or to reject any or all proposals or portions thereof, if in the opinion of MTS, the best interest of MTS will be served thereby.

Tax Exemption: MTS is exempt from Wisconsin Sales Tax under Section 77.54(9a)(b) of the Wisconsin Statutes and from Federal Excise Tax (Exempt No. 39-73-0429K; Wisconsin Exempt No. CES014818). Bids shall be submitted excluding these taxes.

Single Proposal: If only a single Bid is received, MTS may require the vendor to provide cost or pricing data to enable a cost/price analysis to ensure the price is fair and reasonable. If requested, the vendor shall provide such data within ten (10) working days.

Insurance Requirements: A Certificate of Insurance meeting MTS minimums must be received from all parties prior to any work starting. Certificates must list Milwaukee County and Milwaukee Transport Services, Inc. as additionally insured.

False Information: If MTS determines that a Bidder purposefully or willfully submitted false information, the Bidder will not be considered for award, and any executed Agreement may be immediately terminated.

Non-Discrimination: The Bidder agrees not to discriminate against any employee or applicant for employment because of race, religion, color, national origin, age, sex, or disability. Violation of this provision shall be sufficient cause for MTS to terminate the contract.

Federal, State, and Local Laws: The successful Bidder shall at all times comply with all applicable Federal, State, and local laws, regulations, standards, and ordinances relating to execution and performance of the Agreement.

Contract Continuation:

Contractor recognizes that the services under this contract are vital to MTS and to the public and must be continued without interruption. Contractor agrees that MTS, in its sole discretion, and by written notice at least 30 days prior to contract expiration, may extend this Agreement for up to an additional 120 days on the same terms. MTS may terminate any such extension by providing Contractor with 90 days' notice. Contractor shall exercise best efforts to affect an orderly and efficient transition to any successor Contractor
