About this file

This is an Award Memo issued by the State of Utah Division of Purchasing and General Services for the NC27-106 Stookey Fire ESR Arch Survey (WRI 8069) contract opportunity. The solicitation, conducted as an Invitation for Bid (IFB), sought a single vendor to provide archeological survey services related to the restoration of Bureau of Land Management (BLM) and Utah Trust Lands burned in the Stookey Fire. The procurement was limited to vendors on the approved vendor list for archaeology. No mandatory site visit was required for participation. Responses were evaluated according to criteria specified in the solicitation, with the award intended for the highest scoring, responsive, and responsible vendor. The memo indicates that award documentation identifying the intended awardee is available in the accompanying materials and on the public purchasing website.

The memo specifies that the awarded vendor must not commence work, purchase materials, or enter into subcontracts until both the recipient and the Division of Purchasing and General Services execute a contract or purchase order. Receipt of the award notification does not constitute a binding contract; only execution of a purchase order or signed contract creates the contractual obligation. Vendors are entitled to submit written protests of the award decision to the Procurement Officer within seven days of the memo's issuance. The selected vendor was required to guarantee its pricing for the entire project scope. Vendors will be contacted via phone or email regarding next steps in the contracting process.
