Request for Bids Summary
This is a Request for Bids (RFC) issued by Salt Lake County Contracts and Procurement on behalf of the Auditor's Office for printing and mailing services related to statutorily required notices, specifically the annual Notice of Property Valuation and Tax Changes. The contract requires bidders to print two-sided color notices (340,000 to 380,000 annually), provide #10 window envelopes, perform all preparation and mailing services, and mail from a U.S. Postal Service-approved distribution center. The County will provide mailing data no later than five business days before the mailing date, and all notices must be mailed for delivery on or before July 22 each year, unless the Utah State Tax Commission extends the deadline. The selected vendor must be capable of manipulating and formatting data to prepare mailings and cannot rely solely on PDF processing. The resulting contract will have a five-year term effective upon execution; however, the County may opt out and terminate the contract in any year after the second year by providing written notice within 30 days of the contract anniversary date. Two written references from current customers—preferably government entities—who have received the same or similar printing and mailing services are required.
Pricing must be bid per 10,000 mailings and must remain firm for the initial twenty-four-month term, with all labor, materials, services, and mailing costs included. Following the initial twenty-four months, contractors may request price escalation not to exceed 3 percent, with requests required at least 90 days prior to the mailing date and supported by detailed documentation; the County may terminate the contract if increases are unacceptable. Price decreases must be passed immediately to the County. The approximate annual contract amount is $250,000, though no minimum or maximum purchase quantity is guaranteed. The contract will be awarded to the lowest responsive, responsible bidder meeting all specifications. Bidders must maintain commercial general liability insurance of at least $1,000,000 per occurrence, workers' compensation insurance as required by Utah law, and either commercial automobile liability insurance or confirm no vehicle operations will be used. The County reserves the right to conduct periodic audits and review contract performance and costs regularly.

BID AUD135051
Printing & Mailing Services
Request for Bids and Resulting Contract
GENERAL BID REQUIREMENTS
1.0 SCOPE:
Salt Lake County Contracts and Procurement, on behalf of the Auditor’s Office, invites your company to bid on providing printing and mailing services for Salt Lake County's various statutorily required notices, including the annual Notice of Property Valuation and Tax Changes. The Auditor's Office uses this contract annually to fulfill that statutory notification obligation at scale (historically 340,000–380,000 mailings per year).
The requirements include:
Printing the notices (front and back, per the sample in Attachment A); providing one printed window envelope per Notice (per Attachment B); and performing all related services to prepare and mail the Notices, including mailing from a U.S. Postal Service–approved distribution center. The County provides the mailing data to the contractor no later than five business days before the mailing date, and the contractor must mail Notices for delivery in Salt Lake County on or before July 22 each year (unless the Utah State Tax Commission extends the deadline, in which case the County will notify the contractor). The selected vendor needs to be able to manipulate and format the data sent to prepare the mailings. The County does not profile a PDF that just allows for printing and mailing. The County covers postage. No minimum or maximum purchase quantity is guaranteed under the contract.
Two written references from current customers for whom the bidder has provided the same or similar printing/mailing product or service, with a preference for government-entity references is required.
2.0 CONTENTS:
If any provision or specification in this “Request for Bids and Resulting Contract” (RFC) is ambiguous or is disputed by a bidder, the bidder must notify the County Contracts and Procurement Division prior to the opening of the bids. No dispute or protest concerning the ambiguity of these specifications or provisions of this RFC shall be accepted following opening of the bids.
3.0 QUESTIONS:
Questions shall be submitted through our online solicitation system, Utah Public Procurement Place (UPPP). Questions are due prior to the question due date and specified time. If a question/answer changes the RFC document, the change will be released in an amendment to the solicitation event. Bidders who have stated their “Intent to Bid” in the UPPP system will receive email notice of questions and amendments. Do NOT contact the Agency, Division, Department, or other County officers or employees.
4.0 CONTRACT TERM:
https://solutions.sciquest.com/apps/Router/SupplierLogin?Custorg=StateOfUtah
The contract resulting from this solicitation will become effective on the date of execution with a five (5) year term. However, two years after the contract execution date, the County may opt out and terminate the contract in any year thereafter by providing written notice to the contractor within 30 days of the anniversary of the contract execution date for that year. Opting out of the contract in any given year will terminate the remaining years left on the contract. This provision does not affect the County's right to terminate the contract for any other reasons identified in the attached Terms and Conditions.
5.0 ANNUAL PURCHASES:
No minimum or maximum quantity or purchases under this contract can be specified.
For information purposes only and not as a guarantee of usage by the County, approximate annual amount under this contract may be $250,000.00.
6.0 AWARD:
Contract will be awarded to the lowest responsive, responsible bidder bidding the lowest overall cost including delivery and meeting specifications. Salt Lake County may award bids and contracts to suppliers through a preference system. Please refer to the preference attachment. Salt Lake County may reject any or all bids if it is deemed to be in the best interest of the County.
7.0 PRICING:
County will determine the low bidder based upon price bid and through any qualified preferences. Pricing will be bid by bidding the price per 10,000 mailings, which price must reflect all labor, material, services, and costs to prepare and mail the notices and inserts. The price per 10,000 mailings must be firm for the initial twenty-four (24) month term of the resulting contract. Following the initial twenty-four (24) month term, the contractor may issue a written request for price escalation. Price escalation shall not exceed 3% from the previous contract period. Price escalation requests must be submitted at least 90 days prior to the mailing date of the tax mailings for that respective contract year. The request must include detailed documentation explaining and supporting the price change request. If the price increase is unacceptable to the County, the County may terminate the contract upon written notice within 20 days of receiving the written request for price escalation. Price decreases shall be passed on to the County immediately.
8.0 PARTIAL BID SUBMISSION:
Submission of a partial listing of items on the bid schedule sample list may result in your bid being deemed non-responsive.
9.0 AUDITING:
The contractor agrees to make available to the County all records, published price lists, and invoices relating to this contract and any other information requested by the County and to assist the County personnel in performing periodic audits and price checks. The County reserves the right to review the contract on a regular basis regarding performance and cost analysis.
10.0 REQUIRED INSURANCE POLICIES:
Bidder agrees that if awarded a contract under this solicitation, Salt Lake County’s Terms and Conditions, attached, will apply.
GENERAL INSURANCE REQUIREMENTS FOR ALL POLICIES.
A. Any insurance coverage required herein that is written on a “claims made” form rather than on an “occurrence” form shall (i) provide full prior acts coverage or have a retroactive date effective before the date of this Agreement, and (ii) be maintained for a period of at least 3 (three) years following the end of the term of this Agreement or contain a comparable “extended discovery” clause. Evidence of current extended discovery coverage and the purchase options available upon policy termination shall be provided to the County.
B. All policies of insurance shall be issued by insurance companies licensed to do business in the State of Utah and either:
(i) Currently rated A- or better by A.M. Best Company;
—OR—
(ii) Listed in the United States Treasury Department’s current Listing of Approved Sureties (Department Circular 570), as amended.
C. Bidder shall furnish certificates of insurance, acceptable to the County, verifying the foregoing matters concurrent with the execution hereof and thereafter as required.
D. In the event any work is subcontracted, Bidder shall require its subcontractor, at no cost to the County, to secure and maintain all minimum insurance coverages required of the Bidder hereunder.
E. In the event that governmental immunity limits are subsequently altered by legislation or judicial opinion, Bidder shall provide a new certificate of insurance within 30 (thirty) days after being notified thereof in writing by the County, certifying coverage in compliance with the modified limits or, if no new limits are specified, in an amount acceptable to the County.
F. All required certificates and policies shall provide that coverage thereunder shall not be canceled or modified without providing 30 (thirty) days prior written notice to the County in a manner approved by the County District Attorney.
G. In the event Bidder fails to maintain and keep in force any insurance policies as required herein, County shall have the right at its sole discretion to obtain such coverage and reduce payments to Bidder for the costs of said insurance.
REQUIRED INSURANCE POLICIES.
Bidder agrees to secure and maintain the following required policies of insurance in accordance with the general insurance requirements set forth in the preceding subsection:
A. Workers’ compensation and employer’s liability insurance as required by the State of Utah unless a waiver of coverage is allowed and acquired pursuant to Utah law. This requirement includes Bidders who are doing business as an individual and/or as a sole proprietor as well as corporations, limited liability companies, joint ventures and partnerships. In the event any work is subcontracted, Bidder shall require its subcontractor(s) similarly to provide workers’ compensation insurance for all of the latter’s employees, unless a waiver of coverage is allowed and acquired pursuant to Utah law.
B. Commercial general liability insurance on an occurrence form with the County as an additional insured, in the minimum amount of $1,000,000 per occurrence with a $2,000,000 general policy aggregate and $2,000,000 products completed operations policy aggregate. The policy shall protect the County, Bidder, and any subcontractor from claims for damages for personal injury, including accidental death, and from claims for property damage that may arise from Bidder’s operations under this Agreement, whether performed by Bidder itself, any subcontractor, or anyone directly or indirectly employed by either of them. Such insurance shall provide coverage for premises operations, acts of independent Bidders, and completed operations.
C. Commercial automobile liability insurance that provides coverage for owned, hired, and non-owned automobiles, with the County as an additional insured, in the minimum amount of $1,000,000 per occurrence.
—OR IF THERE WILL NOT BE ANY VEHICLE OPERATIONS—
D. The Bidder shall not operate a vehicle in connection with any services rendered under this Agreement. Inasmuch as the Bidder agrees not to operate a vehicle in connection with services rendered under this Agreement, the County shall not require the Bidder to provide commercial automobile liability insurance.
11.0 REFERENCES:
Please include a written list of names and addresses of two (2) customers that are current users of the same equipment, product or goods as bid to which the bidder has furnished the same prior to this RFC. If possible, list governmental entities for which you have provided or are currently providing these same services. Failure to supply the County with said reference list or failure to supply the County with an explanation acceptable to the County as to the absence of said list may render the bid non-responsive. References may be a determining factor in bid award.

THIS IS A “NOTICE OF PROPERTY VALUATION AND TAX CHANGES” ISSUED PURSUANT TO UTAH CODE ANN.
§ 59-2-919.1. THIS IS NOT A TAX BILL. IT IS INTENDED TO PROVIDE YOU NOTICE OF (1) A GOVERNMENT
ACTION THAT WILL AFFECT YOU AND (2) YOUR OPPORTUNITY TO BE HEARD ON THE MATTER.
Property owners pay property tax to taxing entities such as counties, cities, school districts and special service districts that provide public services. Each year, your property tax is calculated by multiplying the taxable value of your property by that year’s tax rate for each taxing entity.
Taxable Value X Tax Rate = Property Tax
Each year, both the taxable value and the tax rate will change. This document notifies you of the calculation of your property tax this year and what you may do if you disagree.
If a taxing entity is not increasing its tax rate you may still participate in public hearings regarding its budget. You may also contact the people who are elected or appointed to set the budget and tax rate for the taxing entity.
