About this file
Summary
This is a design specifications document for the Great Lakes Water Authority (GLWA) located in Detroit, Michigan, detailing a construction contract for the Primary Area Gas Detection System Upgrade and Switchgear SD-1 Replacement at the Water Resource Recovery Facility (WRRF) Electrical Building EB-20. The project scope includes demolition and replacement of the existing Unit Substation SD-1, removal and replacement of 480VAC feeder cables to existing loads, installation of network wiring into the existing OVATION system, and replacement of primary clarifier area gas detection equipment across multiple scum buildings, meter vaults, and sludge pump stations. The work encompasses installation of new gas detection devices, a gas detection control panel, a replacement UPS system, integration of gas detection instrumentation into OVATION, installation of fiber-optic cable communications networks, and configuration of new network equipment per GLWA standards. The contract is structured as a single prime contract with requirements for Critical Path Method (CPM) scheduling, a resource and cost-loaded baseline schedule due within ten days of the Notice to Proceed, and achievement of Substantial Completion and Final Completion within specified Contract Times. The contractor must comply with extensive coordination requirements with GLWA operations, including equipment shutdown requests, facility access protocols, and detailed pre-construction and progress meetings.
The specifications establish comprehensive requirements for material quality, testing, and installation standards, incorporating references to industry standards including the National Electric Code, ASTM standards, and ANSI specifications. The contractor is responsible for all mobilization and demobilization costs, with mobilization limited to ten percent of the Contract Price paid in four installments and demobilization not less than five percent of the Contract Price. Schedule of Values, asset turnover documentation, operations and maintenance manuals, spare parts delivery, operator training, and full commissioning are required before final payment. The contract includes a one-year warranty period from Substantial Completion, with potential longer warranty periods specified in individual technical sections. Payment procedures follow standard progress payment applications with retainage provisions, and the contractor must obtain and maintain all required permits and approvals from authorities having jurisdiction. The project is subject to prevailing wage requirements, security badge and background check requirements for all personnel, extensive documentation and record-keeping obligations, and compliance with GLWA's safety, environmental, and operational protocols throughout construction.
