About this file

This is a technical specifications document for a secondary unit substation replacement project issued by the Great Lakes Water Authority (GLWA) in Detroit, Michigan. The project involves the demolition of the existing EB-20 Unit Substation and the furnishing and installation of a new secondary unit substation at the Water Recovery Facility (WRRF). The scope encompasses a complete close-coupled assembly consisting of a primary switch rated at 13.8 KV with 600-ampere continuous capacity, an oil-filled transformer with non-toxic, fire-resistant, biological-based natural ester dielectric fluid (Envirotemp FR3), and a secondary low-voltage distribution section with 600-volt, three-phase, 60-Hertz switchgear. The specification mandates equipment from approved manufacturers including Eaton, Schneider Electric, or equivalent, with ISO 9002 certification and a minimum five-year history of manufacturing similar products. The project requires comprehensive shop drawings, product data, testing plans, operations and maintenance documentation, and spare parts including feeder breakers, trip units, control power fuses, pilot lights, and a main meter device, all to be delivered concurrent with the switchgear installation.

The specifications require factory testing of all components prior to shipment in accordance with ANSI standards, including transformer testing, breaker operation verification, and dielectric testing, with detailed field quality control testing to be performed by the manufacturer's factory-trained representative before equipment energization. The secondary distribution section shall include an Automatic Transfer Control System with solid-state relays and PLC monitoring, a managed network switch with Layer 3 connectivity supporting both Ethernet and fiber-optic communications, a main metering device compatible with Schneider Electric's PME monitoring system, and surge protective devices. The contractor must provide manufacturer's services including unloading, installation oversight, post-installation approval, and testing and start-up procedures, with all associated costs for travel, lodging, and technician time included in the contract price. The specifications emphasize compliance with multiple ANSI/IEEE standards, UL certifications, and energy efficiency requirements per 10 CFR Part 431, with the transformer equipped with thermally-upgraded insulation and full-capacity tap changers rated for 112 percent continuous loading capability.
