About this file
This is a technical criteria attachment for a Request for Statements of Qualifications (RFSQ) issued by the State of Utah Division of Purchasing through the Department of Cultural and Community Engagement for America250 Utah Professional Communications Services. The contract seeks to engage a vendor to provide comprehensive communications services supporting America250 Utah initiatives over an 8-month contract period. The procurement is conducted under Utah Procurement Code 63G-6a Part 15 for Design Professional Service Providers and Consultants. The evaluation will assess vendors' ability to develop strategic communications approaches aligned with America250 Utah goals, including branding and messaging expertise, integration with national America250 positioning, and leveraging of existing programming and partnerships.
The technical criteria emphasize four primary areas of evaluation: Strategic Communications Approach, Campaign Development and Multi-Channel Execution, Stakeholder Coordination and Program Support, and Content Development and Communications. Vendors must demonstrate experience planning and executing campaigns across owned, earned, and paid media; managing advertising budgets and agency relationships; collaborating with multiple stakeholders including state agencies, municipalities, nonprofits, and sponsors; and developing quality written content for web, newsletters, press, and social media platforms. The highest-ranked vendor will be selected to negotiate a contract at compensation determined to be fair and reasonable, with the state retaining the option to proceed with the next highest-ranked vendor if negotiations fail. Vendors are explicitly instructed not to include pricing information in their qualifications submissions.
