About this file

This is an evaluation criteria document for a Request for Proposal (RFP) issued by the State of Utah Division of Purchasing, Division of State Parks, for the procurement of golf carts designed for rough terrain courses. The RFP, identified as NC26-56, will result in a single contract award to the responsive and responsible vendor with the highest technical score. The contract term is five years, with vendors required to guarantee pricing for the initial 12 months. The document outlines a two-stage evaluation process, with Stage 1 focusing on technical proposal evaluation using specific criteria to assess vendor qualifications and product suitability.

The technical evaluation employs a 1,000-point scoring system with four primary evaluation criteria: Compliance with Minimum Specifications and Technical Requirements (250 points), which assesses whether carts meet seating, steering, suspension, brakes, load capacity, noise levels, motor/fuel systems, canopy, bag holders, terrain capability, and durability specifications; Product Lifecycle and Operational Value (250 points), evaluating estimated useful life, durability, long-term performance, and energy efficiency; Warranty, Maintenance, and Service Support (200 points), assessing warranty coverage, maintenance program availability, repair turnaround time, and vendor responsiveness; and Delivery, Lead Time, and Order Fulfillment (150 points), examining the vendor's ability to meet small, mid-sized (10-19 carts), and bulk order timelines. Additionally, Vendor Experience and Qualifications (150 points) evaluate relevant industry experience and organizational capacity. Proposals must achieve a minimum technical score threshold of 600 points (60 percent) to advance in the evaluation process. All mandatory minimum requirements must be met for a proposal to be considered responsive, with failure to meet any requirement potentially resulting in disqualification. Future price increases beyond the initial 12-month guarantee period must be submitted with market research and require agency approval, with each approved increase guaranteed for one year.
