About this file

This is a Scope of Work document for the Utah Division of State Parks' golf cart procurement request for proposal (RFP NC26-56). The Utah Division of State Parks, which manages 46 state parks and recreational facilities statewide, seeks qualified vendors to supply new electric and gas-powered golf carts for use across four Division-managed golf courses: Soldier Hollow, Wasatch Mountain, Green River, and Palisade. The Division currently operates approximately 450 golf carts across these facilities and anticipates purchasing 60–100 golf carts annually based on funding availability and operational needs. The contract will be division-wide and available for large fleet orders or single-unit purchases to support operational requirements. Contractors must provide new electric or gas-powered carts meeting specified minimum requirements, including two-seat configuration, beverage holders, canopy and bumpers, golf bag holders, and comprehensive manuals. Minimum performance specifications include 48-volt electric or EFI gas motors, self-compensating rack-and-pinion steering, independent suspension, self-adjusting rear drum brakes, 10–15 mph speed capability, 800-pound load capacity, and 61 dBA operating noise levels. Delivery, setup, and basic staff training are required. The contract will be awarded to the responsive and responsible vendor with the highest evaluation score and will have an initial term of five years.

Vendor pricing must be guaranteed for 12 months, with any future price increases requiring market research documentation and agency approval, with each approved increase guaranteed for one additional year. Offerors may provide optional items and services, including golf cart accessories, maintenance and repair services, fuel-injected models, GPS units, and ADA-accessible carts with adaptive features—the availability of ADA-accessible options is preferred. The document does not specify response dates, due dates, site visits, bidders' conferences, or award dates. No incumbent vendor information is provided, nor are specific funding amounts or sources identified. The RFP emphasizes that all scope requirements must be met for a response to be considered responsive, and failure to meet requirements after contract award constitutes potential grounds for contract termination.

Purpose of the RFP

The Utah Division of State Parks is seeking proposals from qualified vendors for the procurement of new electric and gas-powered golf carts. The intent of this Request for Proposals (RFP) is to establish a division-wide contract that provides standardized, reliable, and competitively priced golf carts to support daily operations at Division-managed golf courses.

The resulting contract will allow the Division to efficiently procure golf carts that meet consistent performance, safety, and durability standards, while allowing flexibility for varying operational needs across multiple courses. This procurement is intended to ensure continuity of operations, improved customer experience, and long-term value through competitive pricing and dependable vendor support.

The Division currently operates an aggregate fleet of approximately 450 golf carts across its four Division-managed golf courses. Based on funding availability and operational needs, the Division anticipates purchasing approximately 60–100 golf carts annually in total across all four courses. Purchases may occur as one or more orders during a given year.

This information is provided for planning purposes only. The Division does not guarantee any minimum or maximum purchase quantity, purchase schedule, or replacement cycle, and will not replace its entire fleet at one time.

Agency background of your

The Utah Division of State Parks manages 46 state parks and recreational facilities throughout the state, providing a wide range of outdoor recreation and visitor services. Among these facilities, the Division owns and operates four public golf courses, which collectively host a high volume of daily recreational use and seasonal demand.

The Division is seeking to procure new golf carts to replace aging equipment and to standardize cart specifications across its golf courses where practicable.
