About this file
This document outlines technical criteria for a location-based visitor data tool/platform solicitation by the State Historic Preservation Office (SHPO) for the State of Utah, specifically targeting the 22 UMS Communities. The procurement seeks a data tool that can collect, process, and deliver real-time visitation data at community and regional levels, with capabilities including audience journey tracking, demographic analysis, multi-source data pulling (GPS, mobile devices, social media, point-of-sale), and geospatial visualization. The requested platform must provide statewide data coverage, focusing on Main Street districts and nearby outdoor recreation assets, with a minimum 18-month subscription access period.
The technical requirements emphasize data privacy, anonymization, and comprehensive analytical capabilities. The selected vendor must demonstrate expertise in economic and demographic trends specific to small-town and Main Street environments, with proven experience working with municipal governments and economic development organizations. Communication expectations include the ability to present findings to both technical and non-technical audiences, and a willingness to conduct a project kick-off meeting with SHPO. The criteria suggest the procurement is part of a broader initiative to understand visitor movements and economic patterns in Utah's smaller communities, with a strong emphasis on actionable insights and detailed reporting.
