About this file
This is a Scope of Work for the Utah State Historic Preservation Office (SHPO) and Utah Main Street (UMS) program, seeking a data platform to provide real-time location-based visitor behavior data for Utah's 22 Main Street communities and regional outdoor recreation assets. The project aims to support the Statewide Preservation Plan's goal of broadening protection and engagement with Utah's past by acquiring a tool that can track and analyze visitor interactions with historic Main Streets and outdoor recreation areas. The contract will provide an 18-month subscription to a data platform that offers anonymized data including historic and real-time visitation information, audience journey data, and demographic insights, with a project kick-off meeting and comprehensive data access as key deliverables.
The maximum budget for this Request for Proposal (RFP) is $50,000, with bidders required to demonstrate specific qualifications including expertise in location-based data collection, geospatial analysis, familiarity with economic and visitor movement trends, ability to provide multi-source data (GPS, mobile devices, social media), and experience working with municipal governments and economic development organizations. Potential vendors must have strong communication skills for presenting data to both technical and non-technical audiences. The SHPO and UMS will have final approval of the data scope and boundaries prior to contract execution, with the ultimate goal of using the gathered data to inform future economic development and historic preservation strategies for Utah's Main Street communities.

Scope of Work
BACKGROUND
In 2025, the Utah State Historic Preservation Office (SHPO), through the Utah Main Street (UMS) program, received an Outdoor Recreation Planning Assistance grant. These funds will be used to further the goals of UMS and the SHPO as identified in the Statewide Preservation Plan. One of the goals is to broaden the protection, appreciation, and engagement with Utah’s past. This project will do so by providing real-time location-based visitor behavior data from around the State of Utah for Utah Main Street’s 22 communities and regional outdoor recreation assets that will be reviewed and analyzed to inform planning recommendations for UMS’s Main Street Outdoors Initiative.
GOALS
The desired outcome for this RFP is that UMS acquires a tool/platform that will show real-time location-based visitor behavior data for the state of Utah that can show trends from Utah Main Street’s communities and their regional outdoor recreation assets. The main focus of gaining access to the real-time location-based visitor behavior data is for UMS to identify the connections between these communities’ Main Streets and their outdoor recreation assets.
The tool/platform should allow UMS to download and analyze how the identified communities’ Main Streets are currently being used and how people are interacting with both their historic Main Streets and their outdoor recreation assets. This data should include, but not be limited to, the following information:
● Historic and real-time location-based visitation data
● Audience journey data
● Demographic data
● Data should be anonymized and have high privacy standards
The data gathered from this tool/platform will provide avenues for insight about economic development and historic preservation needs. With one-time funds, UMS is looking to use this data to capitalize on the opportunity to look towards the future of the UMS communities' development. UMS and the SHPO will have final approval of the scope and boundaries of the areas for location-based data prior to entering a contract.
DELIVERABLES
Contractor will provide a projected schedule and timeline for access to the platform/tool for accessing the data, and a detailed accounting of how the information and tool/platform will be provided.
Deliverables for this project will include:
1. Project Kick-Off Meeting with SHPO
2. Access to the data tool/platform, which will provide real-time location-based visitor behavior data for all of UMS’s communities and their regional outdoor recreation assets, provided to SHPO. Subscription should last 18 months from the date access is provided.
