About this file

This is a Proposal Scoring Form developed by the City of Dallas Office of Housing and Community Empowerment for evaluation of applications to administer an Eviction Advocacy Program. The program seeks to establish a one-year agreement with one one-year renewal option to provide legal support and representation to Dallas residents facing eviction. The scoring form will be used to evaluate organizational capacity, program approach and work plan, evaluation methodology, and cost and budget considerations across a maximum of 100 points. Proposals will be assessed on the organization's history, experience, staffing qualifications, partnerships, prior City contract performance, program activities narrative, alignment with service scope and timeline requirements, client eligibility processes, outreach to target populations, and strategies to minimize participation barriers.

The evaluation plan assesses whether organizations have established measurable output and outcome metrics, appropriate data capture processes, staffing and systems to track and report metrics, and processes to document and verify client eligibility in accordance with City requirements. The cost evaluation examines program value relative to expected impact and clients reached, budget alignment with service caps and requirements, adequacy of budget narrative explanations, and the reasonableness of proposed costs to deliver outlined services. The scoring rubric distributes 30 points to organizational capacity and historic narrative, 30 points to approach and programming work plan, 20 points to evaluation plan, and 20 points to cost and budget, with the form revised as of January 21, 2026.
