About this file

This is a responsiveness checklist document from the City of Dallas Office of Housing and Community Empowerment for the Eviction Advocacy Program. The City seeks to establish a one-year agreement with one one-year renewal option to administer legal advocacy and representation services for Dallas residents facing eviction. The program aims to support vulnerable tenants through provision of legal assistance at no cost to clients, with the goal of preventing housing instability and homelessness. Proposals must be submitted through the Bonfire platform and include all required documentation to be considered responsive for funding consideration.

Organizations submitting proposals must include the following items to meet responsiveness requirements: completed Application Form, Budget Form, and Organization Information Form; Federal Tax Exempt Letter; Board Information Form; Summary of Qualifications; Organizational Chart; Budget Narrative; Articles of Incorporation; audited Financial Statements; IRS Form 990; three past Board Minutes; and required Office of Procurement Services documents. Failure to include any single required item will result in the proposal being deemed non-responsive and ineligible for funding consideration. The checklist aligns with the City's Drivers of Opportunity policy framework focused on advancing Opportunity Rich Neighborhoods through supporting stable and accessible housing and providing residents with pathways to economic security.
