About this file

This is a Minimum Standards for Responsiveness form issued by Salt Lake County for the Holladay Lions Recreation Center Re-Roof Project (PAR129711), a construction services contract involving the removal and replacement of the roof waterproofing system. The work will be coordinated with a concurrent RTU replacement project. Prospective general contractors must affirmatively answer all responsiveness questions to avoid bid rejection, including demonstrating completion of all roofing projects in the past five years without surety involvement, owner default claims, or liquidated damages assessments. Additionally, contractors must document similar-sized project experience, relevant commercial or government project work within the past three years, three professional references, willingness to support third-party inspectors and material testing firms, and experience constructing projects in fully occupied adjacent areas.

The document establishes mandatory qualification criteria rather than pricing or contract term information, with Salt Lake County reserving the right to investigate responses further. The form must be included in the bid package as part of required submittal documentation. The specification sections referenced indicate a comprehensive scope including selective demolition, joint sealants, plumbing work, mechanical requirements, HVAC systems, and related building systems, suggesting a substantial renovation project beyond roof replacement alone.
