About this file

This is an Invitation for Bid (IFB) issued by Letcher County Fiscal Court in Kentucky for asbestos abatement services. The County seeks qualified contractors licensed by the Division of Air Quality and accredited in Kentucky to conduct pre-demolition asbestos abatement and removal at residential and commercial properties acquired through a voluntary property buyout grant program. The scope of work requires the abatement and disposal of asbestos-containing materials (ACM) identified in hazardous material inspections, with all work conforming to NESHAP, AHERA, and OSHA standards. Two properties have been identified for potential work: 1679 Thornton Road in Thornton and 588 Yonts Fork in Jackhorn, with asbestos survey reports available for each location. Bids must be submitted through the DFS Procurement Portal by April 16, 2026, at 9:00 AM ET, with bid opening scheduled for 10:00 AM ET the same day. Award is anticipated at the Fiscal Court meeting on April 20, 2026, at 10:00 AM ET. Contractors must begin work within seven days of receiving a notice to proceed and complete work within fourteen days of that notice, or the County reserves the right to award the work to the next vendor.

Quoted rates must be all-inclusive, covering removal from property, transportation to landfill, and disposal at a permitted landfill facility. Asbestos disposal must occur at a Division of Waste Management-approved site complying with 401 KAR Chapter 47 and all applicable federal, state, and local laws; scale and tipping tickets are required. The closest permitted landfill is Laurel Ridge Landfill in Lily, Kentucky, as no approved facilities exist in Letcher County. Contractors must submit copies of liability and workers compensation insurance, Division of Air Quality licensing and state accreditation, active SAM.gov registration with UEI number, and the name, address, and phone number of the landfill to be used. There is no guarantee of work quantity, as structures may be removed from the program, awarded to other contractors to meet deadlines, or completed through alternative programs. The County reserves the right to accept or reject any or all bids and actively encourages submissions from women, minority, and veteran-owned businesses.
