About this file

This is a Certification Regarding Lobbying Form submitted in connection with a state and local contract opportunity issued by Letcher County Fiscal Court in Kentucky for asbestos abatement services. The certification applies to a competitive invitation for bid process seeking qualified contractors licensed by Kentucky's Division of Air Quality and accredited within the state to conduct pre-demolition asbestos abatement and removal at residential and commercial properties acquired by Letcher County through a voluntary property buyout grant program. The document certifies compliance with federal lobbying restrictions and requirements under section 1352 of title 31, U.S. Code, establishing that no federally appropriated funds have been or will be paid to influence federal or congressional officials in connection with this contract award.

The certification confirms that if any non-federal funds are used for lobbying purposes, Standard Form-LLL must be completed and submitted. The contractor is required to include this certification language in all subaward documents and require subrecipients to certify accordingly. Failure to file the required certification subjects the contractor to civil penalties ranging from $10,000 to $100,000 for each failure. The certification represents a material fact upon which the transaction is contingent and is a prerequisite for contract execution. The contractor acknowledges that provisions of 31 U.S.C. Chapter 38 regarding administrative remedies for false claims and statements apply to this certification.
