About this file
This Invitation to Negotiate (ITN) Number 25-017 is issued by the South Florida Regional Transportation Authority (SFRTA) for an Enterprise Resource Planning (ERP) System Selection Project. The project seeks a comprehensive ERP software solution to replace the current Tyler Eden system, which will be phased out in 2027. The selected contractor will provide an integrated ERP software system with modules covering financials, human resources, payroll, purchasing, and other critical business functions. The scope includes software licensing, implementation services, project management, business analysis, configuration, data conversion, integration, testing, training, change management, and ongoing support and maintenance.
SFRTA currently operates the Tri-Rail commuter rail service across Palm Beach, Broward, and Miami-Dade Counties, with approximately 52 scheduled trains daily. The organization has 11 departments, 90 active full-time employees, and an annual operating budget of $151 million. The current technology environment includes multiple applications that will either be replaced or integrated with the new ERP system. The new system is expected to streamline business processes, support long-term planning, and provide sustainability in the public transit industry. Key organizational metrics include 14 bank accounts, 2,150 vendors in the purchasing system, 5,500 invoices processed annually, and a biweekly payroll cycle. Plante Moran has been hired to serve as a technical advisory firm to assist in the ERP system selection process.

Scope of Work

1.1 GENERAL INFORMATION AND BACKGROUND
The South Florida Regional Transportation Agency (SFRTA) operates and manages the Tri-Rail commuter rail service on the South Florida Rail Corridor (SFRC), which traverses Palm Beach, Broward and Miami-Dade Counties. On weekdays, SFRTA operates approximately 52 scheduled trains with stops at 19 stations and employs a fleet of 21 locomotives, 30 coaches and 21 cab cars to provide the commuter rail service. Many of SFRTA’s daily operations and transit functions are performed by vendors operating on multi-year contracts, which allows Authority staff to focus on long-term planning, budgeting, and procurement.
SFRTA has been running its current Enterprise Resource Planning (ERP) system, Tyler Eden, which will be phased out by Tyler in 2027. As a result, the Authority is looking for a replacement system. Ideally, the replacement system will interface with key departmental applications and allow the Authority to streamline daily business processes and short-and long-term planning such as the SFRTA Transit Development Plan (TDP), Capital Plan, Annual Operating Budget, Five- Year Capital Budget, Transit Asset Management Plan, and Rail Fleet Management Plan. It is imperative for SFRTA to identify financial commitments and funding sources, solve its technological issues, and to provide sustainability in the ever-changing Public Transit industry.
The Authority hired Plante Moran to serve as a technical advisory to SFRTA, including its Evaluation Committee, for the selection of the new ERP Software System (or Software System) that meets all of the requirements in the Contract Documents Reference to “Software” in the Contract Documents shall mean the Software System, unless otherwise stated.
