About this file
This document is an Invitation to Negotiate (ITN) No. 25-017 issued by the South Florida Regional Transportation Authority (SFRTA) for an Enterprise Resource Planning (ERP) System Selection. The ITN seeks a comprehensive ERP system to replace the organization's current systems, with a focus on functional requirements across finance, procurement, and human resources. The evaluation process will utilize a weighted scoring methodology across five key criteria: Compliance with Functional Requirements (30%), Experience and Qualifications (15%), Implementation Approach (20%), Compliance with Technical Requirements (15%), and Cost (20%). Offerors will be evaluated on their ability to meet SFRTA's operational needs, provide software innovation, demonstrate relevant project experience, and present a robust implementation strategy.
The contract will be awarded to the most highly qualified offeror providing the best value to SFRTA, with pricing being a significant but not sole determinant of selection. The procurement includes provisions for Disadvantaged Business Enterprise (DBE) participation, with an overall agency DBE goal of 7%, though no specific goal is set for this procurement. Additional requirements include compliance with federal regulations such as E-Verify for employment eligibility, drug-free workplace certification, and anti-human trafficking standards. The contract aims to select a vendor that can provide a modern, integrated ERP solution that enhances SFRTA's operational efficiency across multiple functional areas, with a comprehensive evaluation process designed to select the most capable and cost-effective solution.

e. Projected SFRTA staffing needs
f. Training approach

Exhibit 1
ITN 25-017 EX 1-2 OF 2
5. COST (Maximum 20 percent)
Offerors shall be assigned a Preliminary Score using the formula provided below:
Preliminary Score = Technical Proposal Score + Price Proposal Score
The Price Reply Score = a x 20= S b
Where: a = dollar amount of lowest Price Proposal b = dollar amount of Price Proposal to be rated s = Price Proposal score
Price of Lowest Price Proposal x Maximum Percentage Available = Awarded Price Score Price of Proposal Being Rated
Example: The total percentage weighting for price in this ITN is twenty (20) percent. If the cost of the lowest accepted proposal is $100,000, they would be awarded twenty (20) percent.
If the second lowest accepted proposal is $125,000 they would be awarded sixteen (16) percent.
$100,000 = .80 X 20 = 16% $125,000
The Price Proposal score will then be added to the Technical Proposal Score to obtain the Preliminary Score for each Offeror.
The highest ranked Offeror will be the Offeror with the highest Preliminary Score.
