About this file
This is a Drug-Free Workplace Certification document required by the City of Tallahassee for bidders on the Annual Dielectric Inspection and Testing of Fleet Equipment contract. The certification fulfills requirements under Florida Statutes Section 287.087, which grants preference in the award process to businesses that have implemented drug-free workplace programs when bids are equal in price, quality, and service. The certification applies to all respondents submitting bids for the structural inspections and dielectric testing services on the City's insulated aerial devices, including bucket trucks, boom trucks, and digger derricks.
To obtain the drug-free workplace certification preference, bidding businesses must demonstrate compliance with six specific requirements: publishing a statement prohibiting unlawful manufacture, distribution, dispensing, possession, or use of controlled substances in the workplace; informing employees about drug abuse dangers and available assistance programs; providing each employee with a copy of the workplace policy; requiring employees to notify the employer of any controlled substance convictions within five days; imposing sanctions or requiring participation in rehabilitation programs for violations; and making good faith efforts to maintain the drug-free workplace. The authorized representative of the respondent firm must sign and return the certification form, with false statements subject to legal penalties.
