About this file

This is an approved specifications document for HVAC replacement work at Utah State Hospital, prepared by the Division of Facilities Construction and Management (DFCM) and reviewed for code compliance by Jason Van Ausdal on September 10, 2026. The project (DFCM Project 27131420, Resolut Project 260446) involves replacing existing rooftop units, exhaust fans, evaporative coolers, and unit heaters with a construction cost estimate of $230,000.00. The specifications document is comprehensive and includes detailed technical requirements across multiple plumbing and HVAC divisions, covering common work results for plumbing, meters and gauges, valves, hangers and supports, seismic controls, identification systems, and piping insulation. The project is structured as a Stage II invitation to bid limited to contractors prequalified under the Stage I prequalification process and currently listed on the DFCM Prequalified Contractors list as of the solicitation date.

The specifications provide extensive detail on product standards, manufacturers, installation requirements, and quality assurance measures aligned with industry standards including ASME, AWS, MSS, and ASTM specifications. Key requirements include NSF compliance for potable water service, seismic restraint design per SEI/ASCE 7, and thermal and vibration isolation provisions. The document establishes material standards for various piping components, valves, hangers, and supports; mandates specific installation practices for horizontal and vertical piping; and requires detailed submittals including product data, welding certificates, and shop drawings signed by qualified professional engineers. Equipment labeling, identification systems, and operational maintenance documentation are required, with valve schedules and equipment designation protocols specified for facility operations and maintenance purposes.

PART 3 - EXECUTION

3.1 EXAMINATION

A. Examine valve interior for cleanliness, freedom from foreign matter, and corrosion. Remove special packing materials, such as blocks, used to prevent disc movement during shipping and handling.

B. Operate valves in positions from fully open to fully closed. Examine guides and seats made accessible by such operations.

C. Examine threads on valve and mating pipe for form and cleanliness.

D. Examine mating flange faces for conditions that might cause leakage. Check bolting for proper size, length, and material. Verify that gasket is of proper size, that its material composition is suitable for service, and that it is free from defects and damage.

E. Do not attempt to repair defective valves; replace with new valves.

3.2 VALVE INSTALLATION

A. Install valves with unions or flanges at each piece of equipment arranged to allow service, maintenance, and equipment removal without system shutdown.

B. Locate valves for easy access and provide separate support where necessary.

C. Install valves in horizontal piping with stem at or above center of pipe.

D. Install valves in position to allow full stem movement.

E. Install check valves for proper direction of flow and as follows:

1. Swing Check Valves: In horizontal position with hinge pin level.

2. Lift Check Valves: With stem upright and plumb.

3.3 ADJUSTING

A. Adjust or replace valve packing after piping systems have been tested and put into service but before final adjusting and balancing. Replace valves if persistent leaking occurs.

3.4 GENERAL REQUIREMENTS FOR VALVE APPLICATIONS

A. If valve applications are not indicated, use the following:
