About this file

This document is the Evaluation Process and Scoring Criteria for Marion County Procurement Services' solicitation 27P-008 for Tire Repairs & Service. Marion County Fleet Management seeks qualified contractors to provide tires, tire repair, mounting, balancing, rotation, and related tire services for County-owned vehicles and equipment on an as-needed basis, encompassing passenger, light-duty, medium-duty, heavy-duty, specialty, and commercial vehicle tires. The solicitation aims to secure quality products and services with competitive pricing, timely response, and dependable service to support fleet operations and minimize vehicle downtime. The document does not specify item quantities, response dates, due dates, site visits, bidder conferences, award dates, or contract term and renewal options.

Proposals will be evaluated and scored using a 0-10 rating scale for seven criteria with specified weights totaling 100 percent and a maximum cumulative score of 1,000 points. Pricing (30 percent, 300 points) evaluates completeness, competitiveness, and reasonableness of proposed pricing for tires, tire services, wheel alignment, labor, and emergency roadside services, with tire pricing capped at Florida Sheriffs Association Cooperative Purchasing Contract rates. Additional evaluation criteria include Experience with Fleet Operations (20 percent), Response Time (15 percent), Qualifications & Certifications (10 percent), Firm Location (10 percent), Equipment & Facility (10 percent), and References (5 percent). The County may award based on written proposals alone or may request oral presentations and clarification; Phase 1 scores generally do not carry forward to Phase 2 except for location points. The document does not address pricing terms beyond the pricing evaluation criterion, set-asides, incumbents, funding sources, or amounts.

EVALUATION PROCESS AND SCORING CRITERIA

1. EVALUATION PROCESS

1.1. Proposals will be evaluated using the criteria and scoring methodology stated in the solicitation.

1.2. The County may recommend award based on the written proposals or may request oral presentations and/or clarification. A request for clarification or presentation does not constitute acceptance of a proposal or indicate that an award is pending.

1.3. If oral presentations are conducted, the Evaluation Committee may shortlist the highest-ranked proposers. Phase 2 criteria will be provided with the presentation invitation, unless otherwise determined during the initial Evaluation Committee meeting (Phase 1). Additionally, unless otherwise stated in the solicitation, Phase 1 numerical scores will not carry forward; except for location points, unless otherwise identified in the solicitation.

1.4. Final ranking will be based on the cumulative scores of the Evaluation Committee. The initial Evaluation Committee Meeting and post-presentation ranking discussion are open to the public. Oral presentation meetings, if conducted, are closed to the public as permitted by section 286.0113, Florida Statutes.

2. SCORING METHODOLOGY

Evaluators assign a whole-number rating from 0 to 10 for each criterion. Each rating is multiplied by the criterion weight, and all weighted scores are added to determine the evaluator’s total score.

WEIGHTED SCORE = RATING (0-10) × CRITERION WEIGHT

5 = Meets Requirements. Scores below 5 reflect increasing weakness or incomplete information; scores above 5 reflect increasing strength or added value.

When criterion weights total 100, the maximum score is 1,000 points per evaluator. Evaluator totals are combined to determine the proposer’s cumulative score and ranking.
