About this file

This is a General Instructions to Bidders document issued by the Brodhead Creek Regional Authority for a Wastewater Treatment Plant Sludge Removal contract. The Authority seeks qualified contractors to remove and properly dispose of biosolids from its wastewater treatment plant facility located at 6 South 4th Street, Stroudsburg, PA 18360. Bids must be submitted online through the PennBid website by December 10, 2025, at 2:00 PM EST. The contract term runs for one calendar year from January 1, 2026, through December 31, 2026. While the Authority estimates quantities for the bid deposit calculation, services will be ordered on an as-needed basis rather than for a specific guaranteed volume. No site visits or bidders' conferences are mentioned in the document.

Bids shall be submitted without sales tax, as the Authority is exempt; however, all Act 101 fees must be included in the bid price. Bid pricing should be provided per ton on the bid sheet. Each bidder must submit a bid deposit equal to 10% of the total maximum bid in the form of a certified check, cashier's check, money order, or bid bond from an approved surety company. The winning bidder's deposit will be retained by the Authority throughout the contract term for liquidated damages, while unsuccessful bidders' deposits will be returned after contract execution. Bidders must provide three references with similar sludge removal experience, identify equipment types and sizes to be used, and furnish the DEP permit number and location for the landfill where materials will be disposed. Land application of materials is prohibited. Monroe County fees shall be paid by the successful contractor. The Authority reserves the right to reject any or all bids and award to the responsible bidder submitting the lowest bid for each item or subsection separately.
