About this file

This is a laboratory results report for pressed sludge analysis conducted by SPL (Strategic Planning Laboratory) for the Brodhead Creek Regional Authority (BCRA), a wastewater treatment facility located in East Stroudsburg, Pennsylvania. The sample, collected on September 10, 2025, at 10:00 AM from the BCRA facility at 410 Mill Creek Road, was analyzed to determine compliance with Annual Form 43 requirements under Pennsylvania's regulatory framework (Regulatory ID: PA0029289). The comprehensive testing included inorganic analysis, leachate testing, toxicity characteristic leaching procedure (TCLP) extraction, metal content analysis, pesticide and PCB screening, semivolatile organic analysis, volatile organic analysis, and wet chemistry assessment. Analysis was completed and reported on October 13, 2025, with results indicating that the pressed sludge sample contained ammonia at 13,500 mg/kg dry weight, sulfate at 1,110 mg/kg dry weight, total solids at 17.2 percent, and volatile solids at 67.2 percent, among other measured parameters.

The analytical results demonstrate that the biosolids sample met established quality standards across most measured parameters. Metal concentrations in TCLP leachate were generally below detection limits or within acceptable ranges, with copper at 0.074 mg/L and zinc at 0.213 mg/L being the notable detected metals. All PCB aroclors tested were below the 583 μg/kg dry detection limit, and pesticide compounds including lindane, chlordane, endrin, heptachlor, heptachlor epoxide, methoxychlor, and toxaphene were below their respective detection limits. Volatile organic compounds and semivolatile organic compounds were not detected above their method detection limits. The sample demonstrated no free liquids, ignitability below the 2.20 mm/sec threshold, a pH of 6.33, and no detectable reactive cyanide or reactive sulfide. Laboratory accreditation was maintained through multiple state and federal programs, including US EPA Federal certification and Pennsylvania DEP NELAP accreditation valid through September 30, 2026. This analytical data directly supports the BCRA's 2026 wastewater treatment plant sludge removal bid, which solicits qualified contractors for the removal and proper disposal of biosolids from the facility, with sealed bids due December 10, 2025, at 2:00 PM EST via the PennBid program.
